Formation
The
Aerodromes & Navigation Services (A&NS) Section came under
the purview of the Aeronautical Services Division of the Civil Aviation
Authority subsequent to the formation of CAA on 27th December 2002.
It replaced the Air Traffic Services Division in the former Department
of Civil Aviation and encompassed the functions regulating Aerodromes.
Location
The
A&NS Section is located on the seaside of 6th floor of the Supreme
Building No. 64, Galle Road, Colombo 03.
Responsibilities
The
A&NS Section is responsible for assisting the Director General
of Civil Aviation to carry out all safety related regulatory functions
in respect of Annex 2, Annex 3, Annex 4, Annex 5, Annex 10, Annex
11, Annex 12, Annex 14 and Annex 15 to the Convention on International
Civil Aviation.
In
addition the Section is responsible for implementation of National
Air Navigation Regulations and Requirements, which are in force
in order to regulate and facilitate the civil aviation industry
of the country.

The
A&NS Section offers the following services.
AFTN

handled by this section. Public could reach the CAA for any aeronautical
information at this addressee.
Dissemination
of Aviation Safety Notices (ASNs)
The
ASNs set out the Requirements for the implementation of Air Navigation
Regulations. ASNs are issued based on subject matter. E.g. Flight
Operations (OPS), Airworthiness (AW), Personnel Licensing (PEL)
etc. These are available for reference at the technical library
of the CAA. Copies are available at reproduction cost.

Issuance
of landing and overflying approvals for non-scheduled flights
Requests
for landing /parking of nonschedule flights and overflying flghts
are processed by the A&NS Section. The preferred channels of
communication for such approvals are AFTN or Fax. More information
on this is available below.

Approvals
for high-rise constructions
The
A&NS Section processes applications for high-rise towers, antennae
and building constructions based on prevailing Zoning Regulations.
Certification
of Aerodromes
The
Section handles granting of licences to certified, authorized and
registered land and water aerodromes within the country.
Certification
of Navigation Services Providers
Certification of the providers of Air Traffic Service,
Aeronautical Information Service , Radio Navigational Aids and Aeronautical
Communication Service is the responsibility of the Section.
The
general incoming and outgoing faxes of the CAA
The
Section is the central point of the CAA for receiving & transmitting
faxes,on behalf of all sections of CAA.
A & NS in the Broader Perspective
In carrying out the tasks related to the responsibilities, the A&NS
Section embarks on the following broad based activities.

Ensures
effective implementation of ICAO Standards and Recommended
Practices (SARPS) to the greatest extend possible in respect
of ICAO Annexes 2, 3, 4, 5, 10, 11, 12, 14 & 15 |

Carries
out Safety Oversight & Enforcement Programmes in the Aerodromes
& Provision of Navigation Services |
| |
Responds
to identified safety shortcomings and deficiencies in the
aerodromes & air navigation field |
| |
Carries
out necessary Seminars, workshops and meetings in respect
of safety oversight activities |
| |
Maintains
the currency of local Regulations, Rules and Requirements
published by DGCA in line with the SARPS contained in the
Annexes 2, 3, 4, 5, 10, 11, 12, 14 & 15 to the Chicago
Convention and develops new requirements to meet local conditions. |

Reviews
the general structure of existing ICAO Annexes and develops
new set of Regulations, Implementing Standards and associated
requirements in order to give effect to latest SARPS and local
requirements in the above Annexes |

Takes
part in the improvement of overall efficiency of regional
air navigation planning and implementation mechanisms |
| |
Takes
part in furthering integration of the planning and implementation
process for CNS/ATM into the regional air navigation planning
mechanism. |

Takes
part in furthering development of sub-regional planning methodology |
| |
To
monitor the development of national plans for the implementation
of CNS/ATM, and provide assistance to Aeronautical Services
Providers for implementation of such plans. |

To
provide statistics, forecast and economic parameters for national
planning and for implementation of CNS/ATM |
| |
Ensures
operational safety of airports and air navigation facilities
and services |
| |
Ensures
Environmental Protection in all activities and programmes |

Takes
measures for the reduction of Airport and Airspace congestion |
| |
Development
of Land Use Planning near airports |
| |
To
advise the Government through the DGCA on aviation related
matters and supply of required reports, information and data |

Participation
in the technical Co-operation Programmes such as COSCAP-SA
and Eu-South Asia etc |

Participation
in the TRAINAIR Programme |
| |
Development
and implementation of Civil Aviation Training Programmes to
meet national civil aviation requirements |

To
train staff, ensure career development and implementing staff
welfare programmes |

Introduction
of benefits in the IT for the CAA office automation and improved
communications within the CAA |

To
implement systematic programme planning processes |
| |
To
ensure results-based budgeting to enhance cost accountability |

optimize the avenues of revenue to the CAA and thrift |

Opening
of domestic airports for civil flights, establishment of water
aerodromes and resumption of helicopter operations |
