Registration of Aircraft

 
1. Procedure
( i ) The procedure relating to registration of civil aircraft in Sri Lanka is described in Aviation Safety Notices (ASN) – 033- “Guidelines for Aircraft Registration”. This ASN has been issued to meet the regulatory requirements of Sri Lanka Air Navigation Regulations and the requirements of Annex 7, to the Convention, of International Civil Aviation.
( ii ) Applications for Registration of aircraft in Sri Lanka must be made to the DGCA in the specified form(Form CAA SL 07-001) together with required supporting documents mentioned below.
     
i. Certification as to citizenship of the applicant, if applicable.
ii. Evidence of rightful ownership and possession ( Eg. Bill of Sale)
iii. Confirmation that the aircraft has been removed from previous Register.
iv. Name and address of Owner and Operator.
v. Contract agreement or "letter of intent" between owner and operator if owner is different from operator.
vi. Aircraft serial Number.
vii. Manufacture and Manufacturers designation.
viii. Customs Clearance Certificate.
ix. Copy of Air Operator Certificate or Airline Licence.
x. Operating base of the aircraft.
xi. Registration fee as applicable.

2.Eligibility for Registration
i. An aircraft shall have an approved "Type Certificate" equivalent to EASA Part 21 or FAR 21 or any other certification standard, equivalent to those.
ii. The aircraft, shall be owned or operated by a citizen of Sri Lanka, or a body corporate incorporate under the laws of Sri Lanka, having its principal place of business in Sri Lanka and three fifth of it's directors being citizens of Sri Lanka or,
  The aircraft shall be fully owned or operated by the Government of Sri Lanka or any Public Corporation, or
  In the case of a leased aircraft, it should be operated under an Air Operator Certificate issuance by Director General or an application is made to Director General for the issue of an Air Operator Certificate or,
  Aircraft is owned or operated by any person approved by the Cabinet of Ministers.
The DGCA may register an aircraft in Sri Lanka only for the purpose of engaging in air operations as applicable. Therefore, operator must hold or must have already applied for an Air Operator Certificate (AOC) and necessary Certificate of Airworthiness for the aircraft.
3. Aircraft should be operated strictly in accordence with the specifications mentioned in the AOC approved by the DGCA
Nationality and Registration Marks

Display Nationality and Registration marks to meet the ICAO requirements specified in Annex -7 “Registration of Aircraft”. Unless otherwise authorized by the DGCA, no person shall place on any aircraft, a design, advertisement, mark or symbol that modifies the nationality and registration marks.

Note: In addition to the basic requirements mentioned above, the operator has to fulfill the requirements relating to airworthiness of the aircraft for the DGCA to consider registration of the aircraft in Sri Lanka.
