Formation
The Air Transport
& Legal Affairs (AT&LA) Section comes under the Purview of
the Corporate Division of the Civil Aviation Authority Subsequent
to the formation of CAA on 27th December 2002.
Location
The AT&LA Section is located on the Seaside of 2nd floor of the
Supreme Building No.64, Galle Road, Colombo 03, Sri Lanka.
Resposibilities
-
Studying
the Air Transport market, its trends and formulating strategy
for the country to derive the optimum benefit out of it.

Constantly reviewing the Air Traffic Capacity provided in the
exiting Bi-Services agreements vis-à-vis market requirements
and making recommendation for revision if required, to meet the
demand.

Forecasting
the capacity requirements both in terms of airport facilities
seats / Cargo capacity to meet the demand.

Licensing of Airlines , Travel Agencies, Computer reservation
System Vendors in respect of their commercial activities, pursuant
to the applicable regulations.

Regulations of Aircraft & Cargo rates subject to the applicable
regulations.

Advising the government on the regulations needed for the administration
of the Air Transport industry.

Granting of traffic Rights for Aircraft operating in to including
the Co-ordination of SLOTs For Airline operations at Bandaranayaka
International Airport in consultation with parties involved with
these.

Maintaining an up to date Database with regard to Air Transport
Providers.

Establishing a close links with the Export Development Board,
Ceylon Tourist Board & other Government & Private Sector
institutions that makes Aviation to ensure that their requirements
with regard top Capacity are in to the Civil Aviation development
plans.

Studying IATA tariff resolutions published by IATA and giving
necessary approvals on behalf of Sri Lanka.

Regulating the domestic Air Transport Industry by approving flight
Schedule for their operations to Sri Lanka.

Dealing with issues/problems faced by the industry relating to
the development of the Air Transport Industry.
Activities
The AT & LA Section gets involed in the following activities.
(a)
Approvals for flight Schedules – Scheduled International Passenger
(b)
Approval of Domestic Flight Schedules.
(c)
Bilateral Negotiations and Bilateral Agreements.
(d)
Visa Affairs of Expatriate employees of Airlines in Sri Lanka.
(e)
Special Permission to travel on Charter flights.
(f)
Schedule Approval of Charter Operations.
(g)
Issuing of Air Transport Providers License (Initial/ Renewal).
(h)
Organizing the SLOT Committee meetings.
(i)
Handling Customer Complaints.
