The Civil Aviation Authority promotes safe and secure operations of Aircraft within Sri Lanka’s territory. In furtherance of this objective the CAASL has introduced an Approving Procedure for General Aviation Activities in terms of Civil Aviation Act No. 14 of 2010. Accordingly it is mandatory for organizations/individuals involved in General Aviation Activities (private or commercial), to obtain approval from the Director General of Civil Aviation.

Who should obtain this approval?

Any person(s), Partnership or company(ies) who/which intend to conduct General Aviation Activities in Sri Lanka must obtain this approval.

Categorization of General Aviation Activities

  • Ultra - Light /Micro Light Aircraft operators.
  • Hot Air Balloon operators.
  • Para Motor/Glider Parachute/para sail operators.
  • Radio Controlled Model Aircraft operating Clubs.
  • Kites. (Above 5 kg)

CAA-SLAF joint panel is appointed on the recommendations of the Ministry of Defence/Ministry of Civil Aviation, consisting of senior official from both organizations, to grant approval to conduct General Aviation activates mentioned above in Sri Lanka.

Categorization of Aircraft and Flying Devices and Approval Authorities for importation, Operations and Manufacture

The following categorization of aircraft, flying machines, flying devices where approving authority for importation, operations and in certain cases to manufacture as stated below required to be approved by the Civil Aviation Authority, Sri Lanka Air Force Joint Panel.

Category A
Fixed Wing aircraft & Helicopters
  • Regular, Charter, Aerial Work for hire or reward
  • Private
  • Corporate

Import and Operations Approval - as per the Policy of the Government of Sri Lanka. The existing Government regulations will prevail.

Category B

Hot Air Balloons for Commercial or Private Operations and Light sports aircraft and Kit Built Aircraft, both fixed wing and helicopter (600 Kg and below) and ultra-light aircraft, parachutes, Gliders.

Import and operational approval - Import/operations/demarcation and designation of operating areas and limitations shall be vested with a joint SLAF and CAA joint panel, the joint panel may obtain assistance from senior, experienced operators of this category.

Operators shall propose areas of operation to the panel for approval before operations commence.

Category C

Powered/Non Powered flying Devices other than (A) and (B) above, for recreation purposes, such as Para Gliders, Powered Para Gliders, Para - sails

Import Approval - No import approval is required from the Ministry of Defence and Civil Aviation Authority.

Operational approval - Aviation enthusiast, leisure flyers, operators, who intend engaging in this type of activity shall propose areas of operation to the SLAF-CAA joint panel approval before commencing operations.

Category D

Radio Controlled Model Aircraft and Devices

Light weight category
  • Rubber Powered (Chuck) Model aircraft and devices,
  • Radio controlled Model aircraft and devices of 1 Kg and below
  Importation - No import restrictions
Operations - No restrictions, except this category shall not be operated from any elevated position, such as elevated buildings, balconies, roof top balconies, roof tops etc.
Manufacturing - No restriction on manufacturing
 
Medium weight category
  • Model Planes above 1 Kg up to 5 Kg
  Importation - No import restrictions
Operations - Operator may propose preferred and suitable areas to fly such devices in this weight category, for SLAF- CAA joint panel approval, before commencing operations.
Manufacturing - No restriction
 
High Weight Category
  • Model Planes above 5 Kg
  Importation -
  • SLAF - CAA joint panel approval
  • Design specification, power source, range and any other details required by the panel should be forwarded.
Operations - Operator shall propose preferred and suitable areas to fly such devices in this weight category for SLAF-CAA panel approval before commencing flying.
Manufacturing -
  • SLAF – CAA joint panel approval shall be obtained, panel may obtain the assistance from senior and experienced operators/experts.
  • Design specification, power source, range and any other details required by the panel shall be forwarded by the applicant.
Category E

Kites

  • Kites below 5 kg:
    No restriction on imports, operations and Manufacture
  • Kites above 5 Kg:

Imports - Approval by SLAF- CAA joint panelOperator shall propose preferred and suitable areas for such flying for SLAF- CAA panel approval 

An "Application Pack", can be collected from the Air Transport & Legal Affairs Section of Civil Aviation Authority.

Documents to be submitted

Following documents are required to be submitted with the Application Form.

  • Business Registration certificate (if applicable).
  • Qualifications of the staff (if applicable).
  • Arrangements of Insurance.
  • Certification letter that the agency agreed to inform all the changes within the organization in future to DGCA.

Expiration of Certificate

The operator should renew the certificate of approval by the expiry date.

Renewing the Licence

There is a Renewal Application form can be collected from this Authority.

The Renewal Application Form filled correctly should be submitted to the Air Transport & Legal Affairs Section with all necessary documents.

The Following documents have to be submitted with the renewal form.

  • Financial Statements for last financial year with originals or Copies certified by a Chartered Accountant (applicable for commercial operations only).
  • Number of flights conducted, hours flown, passengers flown.This information to be provided as mentioned in renewal application form.
  • List according to the Renewal Application form.

Submission of Renewal Form

The License holder has to submit the Renewal Form at least Two (02) weeks prior to the date of expiry of the current licence with all necessary documents.Conducting Operations with an Lapsed License

It is a Punishable Offence and Director General of Civil Aviation will take legal actions as per the provisions laid down in the 10th paragraph of the Civil Aviation Act No 14 of 2010 against Leisure Aviation operators who do not have a proper valid approval.

Issuance of Renewed Certificate of Approval

As in the case of the initial license, if all the necessary documents have been submitted and payments have been made correctly, the Authority will take four weeks issue the Licence. This depends on the accuracy of the application and the Operations Manual.

Expired Certificate

The expired certificate must be submitted to the Authority and then the reactivated certificate will be issued.
