Frequently Asked Question on Aircraft Operations

 

1.  How can I apply for an Air Operator Certificate (AOC)?
A duly filled application along with the applicable fee shall be forwarded to this office as per SLCAP 4100 Air Operator Certification manual.
2.  How do I apply for permission to operate scheduled flights (Passenger/Cargo) to and from Sri Lanka?
A duly filled application along with the applicable fee shall be forwarded to this office as per SLCAP 4105 Foreign Air Operator Certification manual in order to obtain Foreign Airline License (FAL) along with Foreign Air Operator Certificate (FAOC).
3.  How do I apply for permission to operate non-scheduled commercial flights (Passenger /Cargo) to and from Sri Lanka?
  • Operators wishing to conduct Six (6) or more non-scheduled flights in one season (06 Month period) is required to be certificated as per the Foreign Air Operator Certification procedure similar to scheduled flights.
  • Operators wishing to conduct less than Six (6) non-scheduled flights in one Season (6 month) is required to obtain a Permit as specified in AIP Sri Lanka.
4.  How can I obtain a Dangerous Goods approval permit from the Civil Aviation Authority?
Operator shall submit, an application on a prescribed format as explained in SLCAP 4400 Manual on Transport of Dangerous Goods. Such application shall accompany the operator’s Dangerous Goods Manual and the Dangerous Goods Training Manual along with the applicable fee.
5.  What are the experience and qualification requirements for Nominated Post Holders?
Applicants need to have the desirable qualification requirements as per SLCAP 4100 Appendix I and the positions will be evaluated on Case by Case depending on the scope and the size of the operation.
6.  What is a Flight Operations Manual and how can I develop?
The Regulation 214 of Air Navigation Regulations of 1955, Chapter XIII “Air Services Operations”, requires the operator of an airline shall provide for the use and guidance of operations personnel an operations manual and for preparation of operations manual Refer Section 1 and Section 2 of SLCAP 4500 - Preparation and Certification of Operations Manual.
7.  Do I need to get an AOC for the aircraft that I intend bringing for my private use?
The Regulation 180, 184, 185, 186 and 187 of Air Navigation Regulations of 1955, Chapter XIII “Air Services Operations”, requires a person intending to operate an aircraft for private, aerial work, charter or regular public transport services to obtain an authorization from the Director General of Civil Aviation (DGCA), which is referred to as an Air Operator Certificate (AOC).
8.  How can I get the Scope Enhanced in my Operations Specification?
  • Carriage of Dangerous Goods
    Operator shall submit, an application on a prescribed format as explained in SLCAP 4400 Manual on Transport of Dangerous Goods. Such application shall accompany the operator’s Dangerous Goods Manual and the Dangerous Goods Training Manual along with the applicable fee.
  • Low Visibility Operations (AWO Manual and Matrix and Application)
    It may be permitted as per your operational competency and you must apply for an amendment to Operations Specifications of your AOC. Refer Appendix P of SLCAP 4100, APPLICATION FOR AMENDMENTS TO THE OPERATIONS SPECIFICATIONS and filled applications shall be forwarded to CAASL along with the applicable fee. (On submission the airline will be requested to submit a special application and a matrix that needs to be completed)
  • RVSM
    It may be permitted as per your operational competency and you must apply for an amendment to Operations Specifications of your AOC. Refer Appendix P of SLCAP 4100, APPLICATION FOR AMENDMENTS TO THE OPERATIONS SPECIFICATIONS and filled applications shall be forwarded to CAASL along with the applicable fee.
  • ETOPS
    It may be permitted as per your operational competency and you must apply for an amendment to Operations Specifications of your AOC. Refer Appendix P of SLCAP 4100, APPLICATION FOR AMENDMENTS TO THE OPERATIONS SPECIFICATIONS and filled applications shall be forwarded to CAASL along with the applicable fee. (On submission the airline will be requested to submit a special application and a matrix that needs to be completed)
  • Navigation Specifications for PBN Operations
    It may be permitted as per your operational competency and you must apply for an amendment to Operations Specifications of your AOC. Refer Appendix P of SLCAP 4100, APPLICATION FOR AMENDMENTS TO THE OPERATIONS SPECIFICATIONS and filled applications shall be forwarded to CAASL along with the applicable fee. (On submission the airline will be requested to submit a special application and a matrix that needs to be completed)
9.  I have an AOC only for Schedule Operation. Have I been permitted to operate charter flights over the same permission given?
It will not be permitted and you must apply for an amendment to Operations Specifications of your AOC.
10.  Do I get the permission to start a commercial operation immediately after the receipt of an AOC?
It will not be permitted and you must obtain the Airline License from Air Transport & Legal Affairs Section of CAASL for starting the commercial operation.
