CAASL Shifts its Office from Colombo to Katunayake

Civil Aviation Authority of Sri Lanka, which is located at No.4, Hunupitiya Road, Colombo 2 has started shifting its office to a new building located at 152/1, Opposite Radar Hill, Katunayake- Minuwangoda Road, Katunayake, with effect from 16.01.2018. It is expected that the office shifting process will go on for upto 31.01.2018 and consequently, the members of the public are informed that the services delivered by the CAASL are likely to be adversely affected. Hence it is advised to avoid the abovementioned period when seeking services from the CAASL.

However, in case of an urgent need for the services of the CAASL, the Members of Public may contact the respective Heads of Sections on the contact numbers given below.

Sri Lanka Air Navigation Planning and Implementation Review Group (SLANPIRG)

 The ICAO Global Air Navigation Plan (GANP) is designed to guide complementary and sector-wide air transport progress over 2013–2028 and is approved triennially by the ICAO Council. The GANP represents a rolling, 15-year strategic methodology which leverages existing technologies and anticipates future developments based on State/industry agreed operational objectives. The Block Upgrades are organized in five-year time increments starting in 2013 and continuing through 2028 and beyond. This structured approach provides a basis for sound investment strategies and will generate commitment from States, equipment manufacturers, operators and service providers.

Although the ICAO work programme is endorsed by the ICAO Assembly on a triennial basis, the Global Plan offers a long-term vision that will assist ICAO, States and industry to ensure continuity and harmonization among their modernization programmes.

The Global Air Navigation Plan’s aviation system Block Upgrade methodology is a programmatic and flexible global systems engineering approach that allows all Member States to advance their air navigation capacities based on their specific operational requirements. The Block Upgrades will enable aviation to realize the global harmonization, increased capacity, and improved environmental efficiency that modern air traffic growth now demands in every region around the world.

From the GANP to Regional Planning

Although the GANP has a global perspective, it is not intended that all ASBU modules are implemented at all facilities and in all aircraft. Nevertheless, coordination of deployment actions by the different stakeholders, within a State, and within or across regions are expected to deliver more benefits than implementations conducted on an ad hoc or isolated basis. Furthermore, an overall integrated deployment of a set of modules from several threads at an early stage could generate additional benefits downstream.

Guided by the GANP, the regional, national planning process should be aligned and used to identify those modules which best provide solutions to the operational needs identified. Depending on implementation parameters such as the complexity of the operating environment, the constraints and the resources available, regional and national implementation plans will be developed in alignment with the GANP. This planning requires interaction between stakeholders including regulators, users of the aviation system, the Air Navigation Service Providers (ANSPs), aerodrome operators and supply Industry, in order to obtain commitments to implementation.

Accordingly, deployments on a global, regional and sub-regional basis and ultimately at State level should be considered as an integral part of the global and regional planning process through the planning and implementation regional groups (PIRGs). In this way, deployment arrangements including applicability dates can be agreed and collectively applied by all stakeholders involved.

For some Modules worldwide applicability will be essential; they may, therefore, eventually become the subject of ICAO Standards with mandated implementation dates.

In the same way, some Modules are well suited for regional or sub-regional deployment and the regional planning processes under the PIRG are designed to consider which modules to implement regionally, under which circumstances and according to agreed timeframes.

For other Modules, implementation should follow common methodologies defined either as Recommended Practices or Standards in order to leave flexibility in the deployment process but ensure global interoperability at a high level.

In order to keep pace with the global developments in the field of air navigation, Sri Lanka felt the need to establishing an expert group consisting of all stake holders involved in aviation for planning and implementation review of air navigation facilities and services in Sri Lanka. Accordingly Sri Lanka Air Navigation Planning and Implementation Review Group (SLANPIRG) was established in August 2015.

1.            Membership

 The following organizations and post holders will serve as members of the SLANPIRG and they could take part at any of the SLANPIRG meetings or subgroup meetings, as and when required.

 2.            Chairman and Secretary to SLANPIG

                DGCA shall chair the SLANPIG meetings

 Deputy Director General/Airspace and Security Regulations shall be the Secretary to the SLANPIRG meetings who shall maintain records relating to all activities of the SLANPIG.

 3.            Meetings

                SLANPIRG shall meet as and when required but at least once in every quarter of the year.

 4.            Objectives of the SLANPIRG  

to develop, adopt and regularly update a comprehensive Air Navigation Plan for Sri Lanka and other associated documents in a manner that is harmonized with APAC Regional Air Navigation Plan, consistent with ICAO SARPs and Global Air Navigation Plan for CNS/ATM systems (Doc 9750) and reflecting national requirements;

 v    to facilitate the implementation of air navigation systems and services as identified in Sri Lanka Air Navigation Plan with due observance to the primacy of air safety, regularity and efficiency; and

v    to identify and address specific deficiencies in the air navigation field.

  1. 5.                Duties and functions of SLANPIG

In order to meet the Terms of Reference, the Group shall:

  1. review, and propose when necessary, the target dates for implementation of facilities, services and procedures to facilitate the coordinated development of the Air Navigation Systems in Sri Lanka;
  2. assist the Ministry of Civil Aviation in fostering the implementation of the Sri Lanka Regional Air Navigation Plan in line with the Regional and Global Air Navigation Plans
  3. facilitate the conduct of any necessary systems performance monitoring, identify specific deficiencies in the air navigation field, especially in the context of safety, and propose corrective action;
  4. facilitate the development and implementation of action plans by the respective stake holders to resolve identified deficiencies, where necessary;
  5. develop amendment proposals to update Sri Lanka Air Navigation Plan to reflect changes in the operational requirements;
  6. monitor implementation of air navigation facilities and services and where necessary, ensure inter organizational harmonization, taking due account of organizational aspects, economic issues (including financial aspects, cost/benefit analyses and business case studies) and environmental matters;
  7. examine human resource planning and training issues and propose where necessary human resource development capabilities in the region that are compatible with the Sri Lanka Air Navigation Plan;
  8. develop and adopt  Statement of Basic Operational Requirements and Planning Criteria in the field of air navigation in line with global and regional air navigation plans;
  9. advice the Government on requirements in the field of Air Navigation and maintain close cooperation with relevant organizations to optimize the use of available expertise and resources; and ,
  10. conduct the above activities in the most efficient manner possible with a minimum of formality and documentation and call meetings of the SLANNPIG when deemed necessary to do so.

SLANPIRG/1/D1: Development of Sri Lanka Air Navigation Plan

The SLANPIRG decided to develop Sri Lanka Air Navigation Plan as early as possible. A task force was appointed for this purpose and the 1st draft is expected at the next meeting for review.

SLANPIRG/1/D2: Preparation of Implementation Plan of SLANP in line with ICAO Regional Seamless ATM Implementation Plan

The SLANPIRG decided to develop  an Implementation Plan for SLANP in line with ICAO Regional Seamless ATM Implementation Plan soon after completion of the SLANP

SLANPIRG/1/D3: Rectification of ICAO Audit Findings in relation to ANS and AGA areas

The SLANPIRG decided that Corrective Action Plans should be developed to rectify the ICAO audit findings on ANS and AGA areas

SLANPIRG/1/D4: Frequency of meetings

The SLANPIRG decided to meet four times in a year in such a way that there will be at least one meeting in each quarter of the year.


The future meeting will be held at 1400 hrs  on 1st Thursday of January, April, July and October of every year at the Civil Aviation Authority of Sri Lanka. If the scheduled date of the meeting happens to be public holiday, the meeting will be held at the next Thursday.
