The airspace above us is a public asset with vast potential for socio-economic development that needs to be managed for the progress and prosperity of the country and posterity of the nation.

  • Improved and consistent implementation of statutory functions and fulfillment of social obligations in conformity with the applicable International Standards and Recommended Practices;
  • Identification and implementation of solutions to significant aviation problems;
  • Introduction of specific culture change initiatives;
  • Working in co-operation and partnership with the Aviation Industry;
  • Operating in a transparent and consistent manner and communicating effectively both externally and internally; and
  • Maintaining the effectiveness and consistency of all documents, materials, and internal procedures.

 

The CAASL and its employees shall:

  • To prevent fatal accidents in the commercial aviation sector;
  • To prevent hijacking and unlawful interference in civil aviation;
  • To prevent general aviation accidents;
  • To prevent fatal aviation related accidents on ground at airports;
  • To reduce accidents in engineering/maintenance workshops; and
  • To minimize aviation occurrences
  • To support minimizing delays in on–time departures;
  • To enable air travel affordable to people of average class;
  • To encourage improving the quality of service in air travel;
  • To facilitate minimizing congestion and expedite passenger processing at airports, whilst being mindful of the security requirements;
  • To help minimizing operational cost in the air transportation and eliminate waste;
  • To help minimizing adverse effects of aviation on the environment;
  • To educate school children on the potential benefits of civil aviation and
  • To prepare Next General Aviation Professionals

  • fulfillment of the State’s international obligations in the field of civil aviation and constant implementation and enforcement of International Standards and Recommended Practices registering very high level of effective implementation of SARPS;
  • International recognition of the civil aviation system of Sri Lanka which is free from embargoes / restrictions and avoidance Significant Safety Concerns being raised by the ICAO against the State’s aviation system;
  • Enhanced Safety, security, efficiency and regularity in civil aviation and consequential public confidence in the air transport system; and
  • Optimum use of Sri Lanka airspace for the wellbeing of the citizens of Sri Lanka;

National Civil Aviation Policy (Draft)

The Airspace over Sri Lanka is a public asset which has enormous potential to contribute for its socio-economic development. With clear, consistent and farsighted policies in place, the country’s airspace can be made busier and more productive with numerous activities that would demand a variety of ground support, services and resources triggering the country’s growth engine to spin faster producing wider socio-economic benefits. It is with above the objective in mind, that the National Policy for Civil Aviation has been drafted at the instruction of the Hon. Minister of Transport and Civil Aviation and under the guidance of the Hon. Prime Minister’s office, in close coordination and consultation with a representative group of all key stakeholders involved in aviation, setting out the overall objectives of the Government for civil aviation and the high-level policies that should be used to achieve those primary objectives on midterm and long term basis.

One of the main objectives of the proposed National Civil Aviation Policy is to improve the air connectivity enhancing the accessibility to any part of the country from any corner of the world so that Sri Lankan community may enter and compete successfully in the globalized air transport market for economic growth opportunities. Accordingly, the draft civil aviation policy framework proposes opening up of Sri Lanka’s skies to the rest of the world for international commercial traffic on the basis of reciprocity aiming at enhanced connectivity and accessibility. Also the draft National Policy encourages private sector to invest in the development of aviation infrastructure including construction, operation and maintenance of civil airports. It also proposes permitting local private airlines that satisfy the applicable international safety and security requirements to operate international commercial scheduled passenger flights in competition with foreign carriers aiming at securing and consolidating the country’s share international air transport market.
