Responsibilities

Civil Aviation Security Policy and Regulatory section is responsible to the Director General of Civil Aviation to ensure implementation of Standards and Recommended practices containing in Annex 17 to the Chicago Convention on International Civil Aviation as well addressing National security concerns pertaining to threats to civil aviation in order to safeguard Civil Aviation against acts of unlawful interference through the National Civil Aviation Security Prrogramme.

National Civil Aviation Security Programme (NCASP) sets the “Bench Mark” for Civil aviation Security (Avsec). It is a written ‘living’ document which intends to ensure successful implementation to safeguard civil aviation against acts of unlawful interference through a wide range of security measures of control and procedures. The NCASP is well augmented by the following written National programmes.

• National Civil Aviation Security Quality Control Programme (NCASQCP), Part-I and Part-II.

• National Civil Aviation Security Training Programme (NCASTP)

• National Civil Aviation Security Screener Certification Programme (NCASP)

We provide following services for our industry partners and other clients as applicable to their operations

• Evaluation of International/Domestic Airport operators Security Programmes and recommendation for DGCA’s approval.

• Evaluation of International/Domestic Aircraft Operators Security Programmes and recommendation for DGCA’s approval.

• Evaluation of International/Domestic Aircraft operators Cargo Security programmes and recommendation for DGCA’s approval.

• Evaluation and approval of International/Domestic Airport operators and Airline operators’ security training syllabuses.

• Certification of Avsec instructors of International/Domestic Airport Operators and Airline Operators.

• Certification of screening personnel at airports and airlines according to Screener Certification Programme.

• Conducting of security surveys at International/Domestic Airports and Airlines to determine security needs and recommend compensatory preventive measures.

• Conducting of security Audits at International/Domestic Airports and Airlines to determine the implementation of the approved security programmes.

• Conducting Avsec Inspections to examine the effectiveness of the implementation of existing security measures of control and procedures as per their security programmes by airport operators and aircraft operators

• Carry out tests to determine the qualities of a person or an object in its operational function, and to establish the effectiveness of performance, procedures and security measures of control in practice.

• Provide Aviation Security training and guidance to Government agencies engaging in civil aviation security related work.

• Conduct inspections of persons performing checks and inspection of VVIP aircraft, when such aircraft engage in international flights.

• Approval for carriage of munitions in the cargo hold of an Aircraft.

• Approval for carriage of weapons on board an Aircraft.

• Authorization for travel in flight deck.

• Evaluation of request made by organizations or persons to access security restricted areas of domestic and international airports and make recommendations as appropriate.
