CAASL Shifts its Office from Colombo to Katunayake

Civil Aviation Authority of Sri Lanka, which is located at No.4, Hunupitiya Road, Colombo 2 has started shifting its office to a new building located at 152/1, Opposite Radar Hill, Katunayake- Minuwangoda Road, Katunayake, with effect from 16.01.2018. It is expected that the office shifting process will go on for upto 31.01.2018 and consequently, the members of the public are informed that the services delivered by the CAASL are likely to be adversely affected. Hence it is advised to avoid the abovementioned period when seeking services from the CAASL.

However, in case of an urgent need for the services of the CAASL, the Members of Public may contact the respective Heads of Sections on the contact numbers given below.

Licensed Airline Ticketing Agents in Sri Lanka

Any Travel Agency conducting business of Airline Ticketing in Sri Lanka is required to obtain a License from DGCA. The list of Travel Agents who are licensed to conduct business of Airline Ticketing is appeared in the below list which is updated monthly. The General Public is hereby advised to purchase Air Tickets only through licensed Travel Agents.

Air Services Agreements

Sri Lanka has entered into Air Services Agreements with 67 countries which are amended from time to time as per commercial and economic requirements.

Registration of Ground Service Providers/ Fixed Base Operators/ Trip Support Service Providers/ Ground Supervision Agents

A Ground Service Provider or fixed-base operator (FBO) (also known by the names of ‘Trip Support Services’ and Ground Supervision Agent) is an organization granted the right to operate at a civil airport and provide aeronautical services such as re-fueling, provision of hangar facilities, tie-down and parking, aircraft rental, aircraft maintenance, flight instruction, and passenger facilitation or similar services to aircraft operating into and out of the airport. Most FBOs doing business at airports are non-governmental organizations, i.e. either privately or publicly held companies.
Hence it is necessary that such FBO organizations are registered with the Civil Aviation Authority of Sri Lanka in order to ensure that they would provide a professional and dependable service to such operators, whilst conforming to the applicable civil aviation safety and security requirements.
The following directive has been issued by the Director General of Civil Aviation and all the concerned parties are hereby advised to follow the instructions issued by him.

Air Transport Providers (Passenger) License - (Travel Agency License)

Any person who carries on the business of air transportation transporting passengers, mail or cargo is required to obtain a license issued by the Director General of Civil Aviation as per the existing Legislation.

Licenses for Commercial Operations for Sri Lanka registered Airlines

If the airlines registered in Sri Lanka are intending to commence and/or continue following commercial operations they must hold a valid license for their intended operations.

  • International and/or Domestic Charter Operations
  • International and/or Domestic Schedule Operations
  • Private Operations

As a prerequisite to obtain the above licenses, all eligible applicants must hold a valid Air Operator Certificate.

Flight Schedule Approvals

All international Scheduled and Charter airlines operating to Sri Lanka during IATA winter and summer seasons after having obtained the Foreign Air Operator Certification must obtain the approval for their flight schedules prior to the commencement of their operations. Their schedule approval must also be renewed each season.

All the domestic operators must have their flight schedules approved monthly.

Visa Recommendations for Expatriates of Airlines - (Non-technical staff)

Recommendations to obtain Entry visa and Residence visa are issued for non-technical staff upon prior requests made by the airline or an entity duly authorized by the Airline.

Aviation Statistical Data

All aviation related statistical data are collected and processed data. Data can be obtained by making a request and paying the applicable fee. All online and domestic operators and Airports must submit data related to their operations.
