Mihin Lanka Ltd.
submitted its application to CAA on 28th December 2006 seeking an AOC
to operate Regular Public Air Services initially to Trivandrum &
Trichy (India) and Dubai (UAE). This application was duly published
in the Government Gazette and two newspapers for the information of
the general public, in pursuance of the Air Navigation Regulations of
1955. The CAA did not receive any representation against this application
hence the CAA undertook the certification process as per the published
procedures. Accordingly, detailed evaluation was undertaken with regard
to the competency of operational personnel to be employed in the operation
and adequacy of equipment (aircraft) facilities and services and written
procedures to ensure the conduct of safe, secure, efficient and regular
air transport services.
The
Certification process was carried out according to the procedure laid
down by International Civil Aviation Organization(ICAO) and Air Navigation
Regulations of Sri Lanka. A Regional Flight Operations expert mobilized
by ICAO also assisted the staff of CAA in the certification process.
The
airline was also required to demonstrate to the CAA by operating a proving
flight that they could mobilized the identified personnel and resources
for the conduct of intended services as per the written procedures,
which were submitted for the CAA approval. The proving flight was conducted
by the airline on 04th March 2007 from Colombo to Trivandrum and back
and CAA certification team was aboard observing the operations.
Mihin
Lanka Ltd. is a limited liability company fully owned by the Government
of Sri Lanka. The airline has at present one Fokker-27 (F-27) aircraft
registered with the CAA under 4R-MRA registration under its Air Operator
Certificate. The Three Letter Code and the Radio Telephony Designator
assigned to Mihin Lanka are "MLR" and "Mihin Lanka"
respectively. The airline plans to operate as a low cost airline, in
order to provide air services to the general public at competitive prices.
The airline is expected to operate A320 aircraft which is wet leased
from BU air from Sofia, Balgaria during its initial phase of commercial
operations.
