Director (Aircraft Operations)

         Job Description

Remuneration Provided (Salary Scale (HM1-1)- Rs. 140,640 – 15 x 4,100 – 202,140 – as per the MS Circular 01/2025 fully implemented w.e.f 01.01.2027)

• All Inclusive of monthly remuneration of approximately Rs. 251,319.00 (including transport allowance of Rs. 50,000.00, if use own vehicle).

• Fuel Allowance to the value of 115 litres per month (at the fuel price at the time)

• Special Technical Allowance of approximately Rs 260,000.00 for the successful candidate that possesses the necessary qualifications for same.

Qualification and Experience

External Candidate

Option 01

1. A Bachelor’s Degree of not less than three (03) years duration, in the field of Natural Science , Air Transport, Aerospace, or Aeronautical Engineering which is recognized by the University Grants Commission of Sri Lanka;

WITH

2. A Postgraduate Degree qualification (Masters’) in the field of Aviation or Associate Membership of a recognized Professional Chartered Institute relating to Aviation or having completed a series of Flight Safety / Aircraft Operations training course (Managerial Level) not less than of six (06) weeks conducted by the International Civil Aviation Organization or similar Organization of International repute or any similar qualification which is recognized by the International Civil Aviation Organization;

AND

3. Minimum of ten (10) years’ experience as a Commercial Pilot or Flight Dispatcher at Managerial Level in a Corporation, Statutory Board/Institution/Government owned company or a reputed Private Institution.

Option 02

1. Full Membership of a recognized Professional Chartered Institute relating to Aviation or successfully completion of Aircraft Operations Training Courses which include Government Safety Inspector / Flight Operations Course (Managerial Level) of not less than six (06) weeks conducted by the International Civil Aviation Organization or similar Organization of International repute or any similar qualification which is recognized by the International Civil Aviation Organization;

AND

2. Minimum of twenty (20) years’ experience as a Commercial Pilot or Dispatcher in a Corporation, Statutory Board/Institution/Government Owned Company or a reputed Private Institution.

 

Internal Candidate

Option 01

Having obtained the qualifications required by the external candidates mentioned.

Option 02

1. Completion of minimum of five (05) years’ satisfactory service in a post in the Manager category (MM1-1) grade I in the field of Aircraft Operations;

AND

2. Unblemished track record for the preceding five (05) years and having earned all the increments in the current post;

AND
3. Having successfully completed advanced training courses approved by the Authority in the field of Aircraft Flight Operations and Airline Ground Operations including the Government Safety Inspector Operations course of not less than six (06) weeks conducted by the International Civil Aviation Organization or its recognized institute;

AND

4. Good or above grading in the Annual Performance Appraisals for the last five (05) years.

 

Director (Training Organization and Personnel Licensing)

Full Membership of a recognized Professional Chartered Institute relating to Aviation or successfully competition courses on Personnel Licenses including Government Safety/Personnel Licensing Inspector Course (Managerial Level) of not less than six (06) weeks conducted by the International Civil Aviation Organization or similar Organization of International repute or any similar qualification which is recognized by the International Civil Aviation Organization

AND

2. A Minimum of fifteen (15) years’ experience as a Commercial Pilot, Air Traffic Controller with full privileges or an Aircraft Maintenance Engineer, Flight Dispatcher in a Corporation, Statutory Board/Institution/Government Owned Company or a reputed Private Institution

Internal Candidate

Option 01

Having obtained the qualifications required by the external candidates mentioned.

Option 02

1. Completion of minimum of five (05) years’ satisfactory service in a post in the Manager category (MM1-1) grade I in the field of Personal Licensing;

AND

2. Unblemished track record for the preceding five (05) years and having earned all the increments in the current post;

AND

3. Having successfully completed advanced training courses approved by the Authority in the field of personal Licensing of not less than six (06) weeks conducted by the International Civil Aviation Organization or its recognized institute;

AND

4. ‘Good’ or above grading in the Annual Performance Appraisals for the last five (05) years.

 

Director (Environment, Research and Projects)

1. A Bachelor’s Degree of not less than (03) three years duration in the field of Research, Development Planning, Science, Management, Commerce or Arts which is recognized by the University Grants Commission of Sri Lanka. However, priority should be given to candidates who are holding bachelor’s Degree in the field of Research and Development Planning;

AND

2. A Postgraduate Degree qualification (Masters’) or Associate Membership of a recognized professional Chartered Institute ;

AND

3. Minimum of ten (10) years’ experience in Research and Development Planning at Managerial level in a Corporation, Statutory Board/ Institution/Government owned company or a reputed private institution.

Option 02

1. Post graduate degree qualification (Masters in the field of Research and Development Planning) or full Membership of a recognized Professional Chartered Institute relating to Research and Development Planning ;

AND

2. Minimum of thirteen (13) years’ experience in the field of Research and Development Planning at Managerial level in a Corporation, Statutory Board/Institution/Government Owned Company, or a reputed Private Institution.

Bachelor’s Degree of not less than three (03)years from an university recognized by University Grants Commission in Accountancy, Management, Administration or Commerce with not less than eight (08) years post qualifying experience in Executive Capacity in a Government Department /Public Enterprise or in a reputed Mercantile Establishment, in the field of Finance or Auditing.

Option 02

Having passed the Intermediate examination of Chartered Accountants of Sri Lanka (ICASL) or Chartered Institute of Management Accountants (CIMA) or Association of Certified and Corporate Accountants (ACCA), with minimum of eight (08) years post qualifying experience in Executive capacity in the field of Finance or Auditing in a Government Department/ Public Enterprise or in a reputed Mercantile Establishment.

Option 03

Having obtained a certificate of proficiency in the subject area relevant to the post which is not below than the National Vocational Qualification Level 7, issued by a Technical /Vocational Training Institute accepted by Tertiary and Vocational Education Commission with minimum of eight (08) years post qualifying experience in Executive Capacity in the field of Finance or Auditing in a Government Department/ Public Enterprise or in a reputed Mercantile Establishment.

Internal Candidates 

1. Minimum of six (06) years’ service experience as Assistant Manager ( Legal Affairs & Enforcement);

AND

2. Having enrolled as Attorney –at-Law professional qualification;

Civil Aviation Inspector (Personnel Licensing Standards)
