The Civil Aviation Authority of Sri Lanka (CAASL) successfully inaugurated the 21st Steering Committee Meeting (SCM) of the Cooperative Aviation Security Programme – Asia Pacific (CASP-AP) on 23 June 2026 in Negombo, Sri Lanka, bringing together aviation security leaders, policymakers, and technical experts from across the Asia-Pacific region.

A key highlight of the Opening Ceremony was the official transfer of the CASP-AP Chairmanship from Singapore to Sri Lanka. During the ceremony, Captain Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, assumed the Chairmanship of CASP-AP for the 2026–2027 term. This significant milestone reflects the confidence placed in Sri Lanka’s leadership within the regional aviation security community and underscores the country's growing role in advancing aviation security cooperation across the Asia-Pacific region.

Addressing the gathering, Captain Daminda Rambukwella reaffirmed Sri Lanka’s commitment to maintaining the highest standards of aviation security and highlighted the importance of collaboration, innovation, and knowledge-sharing in responding to evolving security challenges. He emphasized that strong regional partnerships remain essential to ensuring the safety, security, and resilience of the global aviation system.

The 21st CASP-AP Steering Committee Meeting has attracted more than 70 delegates representing Member States and participating States from across the Asia-Pacific region. The meeting also brought together representatives from industry and international partners, including the United States of America, Canada, Australia, and New Zealand, alongside officials from the International Civil Aviation Organization (ICAO), including the ICAO Asia and Pacific Regional Office in Bangkok, Thailand, and ICAO Headquarters in Montreal, Canada. Senior officials of the Civil Aviation Authority of Sri Lanka (CAASL) and representatives of regional aviation organizations also participated in the forum. The strong international participation underscores the importance of regional collaboration and collective efforts to strengthen aviation security across the Asia-Pacific region.

Mr. Tao Ma, Regional Director of the ICAO Asia and Pacific Office, commended Sri Lanka for its continued commitment to strengthening aviation security and fostering regional cooperation. He emphasized the importance of collaborative efforts among Member States in addressing evolving aviation security challenges and acknowledged the valuable contribution of CASP-AP in enhancing aviation security capabilities across the Asia-Pacific region. He also congratulated Sri Lanka on assuming the CASP-AP Chairmanship and expressed confidence in the country's leadership in advancing the programme's objectives during its tenure.

As the principal decision-making body of CASP-AP, the Steering Committee Meeting plays a vital role in reviewing programme activities, setting strategic priorities, promoting capacity-building initiatives, and enhancing collaboration among Member States. The forum provides an important opportunity for stakeholders to address emerging aviation security challenges, exchange best practices, and support the effective implementation of international aviation security standards and recommended practices.

The Opening Ceremony was attended by Hon. Aruna Karunathilake, Minister of Ports and Civil Aviation, Eng. Janith Kodithuwakku, Deputy Minister of Ports and Civil Aviation, Mr. W.W.S. Managala, Secretary to the Ministry of Ports and Civil Aviation, Mr. Sunil Jayaratne, Chairman of the Civil Aviation Authority of Sri Lanka, Captain Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, Mr. Tao Ma, Regional Director of the ICAO Asia and Pacific Office, Ms. Lita Lee - ICAO, Mr. Tony Blackiston - ICAO Ms. Wee Sihui Glory, Acting Deputy Director-General of the Civil Aviation Authority  of Singapore and outgoing Chair of CASP-AP, together with distinguished delegates representing CASP-AP Member States, participating States, and partner organizations.

The Steering Committee Meeting will review the progress of CASP-AP activities, discuss strategic priorities, evaluate ongoing projects, and identify future initiatives aimed at further strengthening aviation security throughout the Asia-Pacific region. The deliberations will facilitate the exchange of experiences, best practices, and technical expertise among participating States and organizations.

The first day of the meeting concluded successfully with productive discussions and active participation from delegates, reaffirming the collective commitment of CASP-AP Member States to maintaining robust and effective aviation security frameworks throughout the region.

As the host State and newly appointed Chair of CASP-AP, Sri Lanka remains committed to working closely with ICAO, CASP-AP Member States, and international partners to promote a safe, secure, and sustainable aviation environment across the Asia-Pacific region.

ශ්‍රී ලංකාව CASP-AP සභාපතිත්වය භාරගනිමින් 21 වන CASP-AP මෙහෙයුම් කමිටු රැස්වීම ආරම්භ කරයි, කලාපීය ගුවන් ආරක්ෂක සහයෝගීතාව තවදුරටත් ශක්තිමත් කරයි.

ශ්‍රී ලංකා සිවිල් ගුවන් සේවා අධිකාරිය (CAASL) විසින් 2026 ජූනි 23 ආසියානු සහ පැසිෆික් කලාපීය සහයෝගී ගුවන් ආරක්ෂක වැඩසටහනේ (Cooperative Aviation Security Programme – Asia Pacific - CASP-AP) 21 වන මෙහෙයුම් කමිටු රැස්වීම (Steering Committee Meeting - SCM) සාර්ථකව ආරම්භ කරන ලදී. මෙම රැස්වීම මගින් ආසියා-පැසිෆික් කලාපය පුරා සිටින ගුවන් ආරක්ෂක නායකයින්, ප්‍රතිපත්ති සම්පාදකයින් සහ තාක්ෂණික විශේෂඥයින් එක්විය.

සමාරම්භක උත්සවයේ විශේෂ අවස්ථාවක් ලෙස CASP-AP සභාපතිත්වය සිංගප්පූරුවෙන් ශ්‍රී ලංකාව වෙත නිල වශයෙන් භාරදීම සිදු විය. ඒ අනුව ශ්‍රී ලංකා සිවිල් ගුවන් සේවා අධ්‍යක්ෂ ජනරාල් සහ ප්‍රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා 2026–2027 කාලසීමාව සඳහා CASP-AP සභාපති ධුරය භාරගත්තේය. මෙම පත්වීම ශ්‍රී ලංකාවේ සිවිල් ගුවන් සේවා ක්ෂේත්‍රයට ලැබුණු සුවිශේෂී ජයග්‍රහණයක් වන අතර, කලාපීය ගුවන් ආරක්ෂක ප්‍රජාව තුළ ශ්‍රී ලංකාවේ නායකත්වය පිළිබඳ පවතින විශ්වාසය තවදුරටත් තහවුරු කරයි.

මෙහිදී අදහස් දැක්වූ කපිතාක් දමින්ද රඹුක්වැල්ල මහතා, ගුවන් ආරක්ෂාව සම්බන්ධ ඉහළම ප්‍රමිතීන් පවත්වාගෙන යාම සඳහා ශ්‍රී ලංකාව දක්වන කැපවීම යළි අවධාරණය කළේය. එමෙන්ම, නිරන්තරයෙන් වෙනස් වන ගුවන් ආරක්ෂක අභියෝගවලට සාර්ථකව මුහුණ දීම සඳහා සහයෝගීතාව, නව්‍යකරණය සහ දැනුම හුවමාරු කර ගැනීමේ වැදගත්කමද ඔහු පෙන්වා දුන්නේය. ගෝලීය ගුවන් සේවා පද්ධතියේ ආරක්ෂාව, සුරක්ෂිතභාවය සහ ඔරොත්තු දීමේ හැකියාව තහවුරු කිරීම සඳහා කලාපීය හවුල්කාරිත්වයන් අත්‍යවශ්‍ය බවද ඔහු සඳහන් කළේය.

මෙම 21 වන CASP-AP මෙහෙයුම් කමිටු රැස්වීමට සාමාජික හා සහභාගී වන රාජ්‍යයන් 22ක් නියෝජනය කරමින් නියෝජිතයන් 70කට අධික පිරිසක් සහභාගී වූ අතර, ජාත්‍යන්තර සිවිල් ගුවන් සේවා සංවිධානයේ (ICAO) නිලධාරීන්, ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ ජ්‍යෙෂ්ඨ නිලධාරීන් සහ කලාපීය ගුවන්සේවා සංවිධානවල නියෝජිතයින් ද මෙම අවස්ථාවට එක්වූහ.

මෙම පුළුල් ජාත්‍යන්තර සහභාගීත්වය ආසියා-පැසිෆික් කලාපය තුළ ගුවන් ආරක්ෂාව ශක්තිමත් කිරීම සඳහා පවතින කලාපීය සහයෝගීතාවයේ වැදගත්කම තවදුරටත් ඉස්මතු කළේය.

ICAO ආසියා හා පැසිෆික් කලාපීය කාර්යාලයේ අධ්‍යක්ෂ ටාඕ මා මහතා ශ්‍රී ලංකාව ගුවන් ආරක්ෂාව ශක්තිමත් කිරීම සහ කලාපීය සහයෝගීතාව ප්‍රවර්ධනය කිරීම සඳහා දක්වන කැපවීම අගය කළේය. ගුවන් ආරක්ෂාවට අදාළව මතුවන අභියෝගවලට මුහුණ දීම සඳහා සාමාජික රාජ්‍යයන් අතර සමීප සහයෝගීතාවයේ වැදගත්කම අවධාරණය කළ ඔහු, ආසියා-පැසිෆික් කලාපය තුළ ගුවන් ආරක්ෂක හැකියාවන් වර්ධනය කිරීම සඳහා CASP-AP වැඩසටහන ලබා දෙන දායකත්වය ද පැසසුමට ලක් කළේය. එමෙන්ම, CASP-AP සභාපතිත්වය භාරගැනීම පිළිබඳව ශ්‍රී ලංකාවට සුබ පැතුම් එක් කළ ඔහු, වැඩසටහනේ අරමුණු ඉදිරියට ගෙන යාම සඳහා ශ්‍රී ලංකාවේ නායකත්වය පිළිබඳ සිය විශ්වාසය ද පළ කළේය.

CASP-AP හි ප්‍රධාන තීරණ ගැනීමේ සංසදය ලෙස සැලකෙන මෙම මෙහෙයුම් කමිටු රැස්වීම වැඩසටහනේ ප්‍රගතිය සමාලෝචනය කිරීම, උපායමාර්ගික ප්‍රමුඛතා හඳුනා ගැනීම, හැකියාවන් වර්ධනය කිරීමේ වැඩසටහන් ප්‍රවර්ධනය කිරීම සහ සාමාජික රාජ්‍යයන් අතර සහයෝගීතාව තවදුරටත් ශක්තිමත් කිරීම සඳහා වැදගත් වේදිකාවක් සපයයි. ගුවන් ආරක්ෂාවට අදාළව මතුවන අභියෝග පිළිබඳ සාකච්ඡා කිරීමට, හොඳම ක්‍රියාකාරකම් හුවමාරු කර ගැනීමට සහ ජාත්‍යන්තර ගුවන් ආරක්ෂක ප්‍රමිතීන් ඵලදායීව ක්‍රියාත්මක කිරීම සඳහා සහාය ලබාදීමට මෙම සංසදය අවස්ථාව සලසයි.

සමාරම්භක උත්සවය සඳහා වරාය හා සිවිල් ගුවන්සේවා අමාත්‍ය ගරු අරුණ කරුණාතිලක මහතා, වරාය හා සිවිල් ගුවන්සේවා නියෝජ්‍ය අමාත්‍ය ඉංජිනේරු ජනිත රැවන් කොඩිතුවක්කු මහතා, වරාය හා සිවිල් ගුවන්සේවා අමාත්‍යාංශ ලේකම් ඩබ්ලිව්.ඩබ්ලිව්.එස්. මංගල මහතා, ශ්‍රී ලංකා සිවිල් ගුවන් සේවා අධිකාරියේ සභාපති සුනිල් ජයරත්න මහතා, සිවිල් ගුවන් සේවා අධ්‍යක්ෂ ජනරාල් සහ ප්‍රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා, ICAO ආසියා හා පැසිෆික් කලාපීය අධ්‍යක්ෂ ටාඕ මා මහතා, ICAO නියෝජිත ලීටා ලී මහත්මිය, ICAO නියෝජිත ටෝනි බ්ලැකිස්ටන් මහතා, සිංගප්පූරු සිවිල් ගුවන්සේවා අධිකාරියේ වැඩබලන නියෝජ්‍ය අධ්‍යක්ෂ ජනරාල් සහ CASP-AP හි හිටපු සභාපතිනිය වන වී සිහුයි ග්ලෝරි මහත්මිය ඇතුළු CASP-AP සාමාජික රාජ්‍යයන්, සහභාගී වන රාජ්‍යයන් සහ හවුල්කාර සංවිධාන නියෝජනය කරන විශිෂ්ට අමුත්තන් සහභාගී වූහ.

මෙම මෙහෙයුම් කමිටු රැස්වීමේදී CASP-AP වැඩසටහන්වල ප්‍රගතිය සමාලෝචනය කිරීම, උපායමාර්ගික ප්‍රමුඛතා සාකච්ඡා කිරීම, ක්‍රියාත්මක ව්‍යාපෘති ඇගයීම සහ ආසියා-පැසිෆික් කලාපය තුළ ගුවන් ආරක්ෂාව තවදුරටත් ශක්තිමත් කිරීම සඳහා අනාගත වැඩසටහන් හඳුනා ගැනීම සිදු කෙරේ. මෙම සාකච්ඡා මගින් සහභාගී වන රාජ්‍යයන් සහ සංවිධාන අතර අත්දැකීම්, හොඳම ක්‍රියාකාරකම් සහ තාක්ෂණික දැනුම හුවමාරු කර ගැනීම සඳහා අවස්ථාව සැලසේ.

රැස්වීමේ පළමු දිනය සාර්ථකව අවසන් වූ අතර, නියෝජිතයන්ගේ ක්‍රියාකාරී සහභාගීත්වය සහ ඵලදායී සාකච්ඡා මගින් කලාපය තුළ ශක්තිමත් සහ කාර්යක්ෂම ගුවන් ආරක්ෂක පද්ධති පවත්වාගෙන යාම සඳහා CASP-AP සාමාජික රාජ්‍යයන්ගේ සාමූහික කැපවීම යළිත් තහවුරු විය.

සත්කාරක රාජ්‍යය සහ CASP-AP හි නව සභාපති ලෙස ශ්‍රී ලංකාව, ICAO, CASP-AP සාමාජික රාජ්‍යයන් සහ ජාත්‍යන්තර හවුල්කරුවන් සමඟ සමීපව කටයුතු කරමින් ආසියා-පැසිෆික් කලාපය පුරා ආරක්ෂිත, සුරක්ෂිත සහ තිරසාර ගුවන් සේවා පරිසරයක් ගොඩනැගීමට අඛණ්ඩව කැපවී සිටී.
