PROCEDURE TO BE FOLLOWED BY AN OPERATOR OF A NON SCHEDULED FLIGHT/PRIVATE FLIGHT WHEN OPERATING INTO/OVER SRI LANKA


It is a requirement that an Operator of a non-scheduled flight/private flight obtains prior approval for operating a flight into or over Sri Lanka.

Director General of Civil Aviation (DGCA) is the authority for grant of approval for non-scheduled/private flights. An application for such a flight should be submitted to the DGCA with sufficient advance notice as per format given below. No flight should leave the point of departure in anticipation of required approval to fly over or land in Sri Lanka.

The minimum notice required to process an application is as follows:

Director General of Civil Aviation may assign a flight clearance number which should be quoted by the operator /flight crew as & when necessary.

Director General of Civil Aviation may impose such conditions, as he considers desirable in respect of carriage of passengers and cargo to and from Sri Lanka. Such conditions (if any) will be specified in the flight clearance at the time of notification to the operator.

Carriage of cargo by air is liberalized in Sri Lanka and therefore there is no restriction with regard to the operation of cargo flights to and from Sri Lanka subject to observance of provisions detailed in the clearance message.

Private or ambulance flights)
  • If the actual operation is delayed beyond two days, re-clearance should be obtained. Flight clearance or re- clearance, once granted remains valid for a period of two days from the date of intended operation.
  • Re-clearance request shall quote the flight clearance/re-clearance number and indicate the new expected date & time of operation if there is any change in the information that was communicated to the DGCA originally.
  • A flight, which will be re-cleared, will be issued with a re-clearance number, which shall be quoted as and when necessary.
  • Delayed operations that fall within 02 days of planned operations or cancellations should be notified forthwith to the DGCA and Colombo Area Control Centre.
