Formation
The
Airworthiness Section came under the purview of the Flight Safety
Division of the Civil Aviation Authority subsequent to the formation
of CAA on 27th December 2002. It replaced the Aeronautical Inspection
Directorate in the former Department of Civil Aviation.
Location
The
Airworthiness Section is located on the seaside of the 7th floor
of the Supreme Building, No.64, Galle Road, Colombo 03.
Responsibilities
The
Airworthiness Section is responsible to assist the Director General
of Civil Aviation to perform the task of Certification, checks and
regular surveillance of the aircraft maintenance functions of all
Air Transport Operators registered in Sri Lanka, in order to ensure
safe and efficient air transportation in Sri Lanka. The officers
of this section are responsible for carrying out all the safety
oversight responsibilities stipulated in ICAO Annex7, Annex 8, Annex
16 and certain parts of Annex 1, Annex 6, and Annex 13.
In addition to the above, the section is responsible for the implementation
of National Air Navigation Regulations and Requirements, which is
in force, in order to regulate and facilitate the development of
civil aviation industry.
Services
The
Airworthiness section offers the following services.
(1)
Registration of Civil Aircraft in Sri Lanka
Receive
and process applications for registration of aircraft in Civil Aircraft
Register maintained by the CAA. Review applications and documents
for registration. Carry out inspections to identify the aircraft
and location of Nationality and Registration markings. Registration
is valid only for one year.
(2)
Renewal of Registration
Renewal of Certificates of Registration.
(3)
De-registration of aircraft
De-registration of aircraft from the Civil Aircraft Register, when
requested by owner or operator

(4) Issuance of Certificates of Airworthiness.
Receive applications from prospective AOC (Air Operator
Certificate) holders for the issuance of Certificates of Airworthiness
for aircraft. Issuance of Certificates of Airworthiness will be
done subsequent to (a) satisfactory reviewing of aircraft documents
and (b) physical inspection of additional equipment of aircraft.
Thereafter if the results are satisfactory a Certificate of Airworthiness
would be issued for a period not exceeding one year.
Renewal of Certificate of Airworthiness will be made subsequent
to carrying out of necessary inspections for a period not exceeding
one year.

Certification of Aircraft Maintenance Organization(AMO)
Receive
and process applications for issuance of AMO approval. Review contract
agreements and process applications. Inspect the facilities and
issue AMO approvals if the applicant is acceptable. Renew the AMO
after inspection of facilities after one year.

Safety Audits
Conducting
periodical surveillance inspections of the facilities, procedures
and performance of AOC holders and Aircraft Maintenance Organizations.

Validation of Aircraft Maintenance Licenses to Work on Sri Lanka
Registered Aircraft |
| Validate
Maintenance Engineers Licenses issued by Contracting States
to perform maintenance work on Sri Lanka Registered aircraft. |
(8) Issue Aviation Safety Notices ( ASN )
Preparation
of ASN s to set out the requirements for the implementation of Air
Navigation Regulations pertaining to Airworthiness matters. All
ASNs are available for reference and, for purchase at the technical
library of the CAA.

and grant approval for Major/Minor modifications, welding
and Non Destructive Testing |

|
Ensure
the compliance status of Airworthiness Directives, Alert Service
Bulletins and similar documents in respect of the aircraft,
power plant and equipment. |

Review
maintenance schedule against Maintenance Planning Data and
grant approval for the same. |
|
|
Implementation
and/or enforcement of the legal requirements relating to aircraft
Nationality and Registration marks, Airworthiness of Aircraft,
noise and Emission in respect of all aircraft operating in
Sri Lanka and Sri Lanka registered aircraft wherever they
may be. |

|
Grant
AMO approvals for aircraft maintenance Organisations. |
|
|
Approve
Training Organisation and Training programmes. |
|
|
Conduct
inspections of operator’s line station facilities. |
|
|
Review
applications and prepare necessary question papers to conduct
Aircraft Maintenance Engineers Basic Licence examinations
and type rated examinations on specific types of aircraft. |
|
|
Record,
review and process applications for Certificate of Airworthiness,
renewals of such certificates and validations of foreign Certificates
of Airworthiness. Survey of aircraft for issue, renewal and
validation of certificate of airworthiness and subsequent
extension of such documents as appropriate. |
|
|
Analyze
the defects reported in Service Difficulty Report system and
recommend necessary rectification actions to avoid recurrence. |
|
Conducting
periodic surveillance of the facilities, procedures and work
of AOC holders, making appropriate directions and recommendations
and approving amendments to the operators AOC and their maintenance
programmes, reliability programmes and necessary Maintenance
Control Manuals. |
