In line with the policies promoted by the International Civil Aviation Organization (ICAO) on Sustainability, Green Aviation, Energy Efficiency, and the reduction of Carbon Emissions, the Civil Aviation Authority of Sri Lanka (CAASL) officially commissioned its Solar Photovoltaic (PV) System on 10 July 2026.
The Solar PV project was inaugurated at the invitation of Captain Daminda Rambukwella, Director General and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, under the patronage of the Hon. Anura Karunathilake, Minister of Ports, Civil Aviation and Energy. The ceremony was also attended by the Hon. Janith Ruwan Kodithuwakku, Deputy Minister of Ports and Civil Aviation, Mr. W. W. S. Mangala, Secretary to the Ministry of Ports and Civil Aviation, along with distinguished guests.
Speaking at the ceremony, Captain Daminda Rambukwella, Director General and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, stated that CAASL remains firmly committed to implementing the principles of Sustainability,Green Aviation, Energy Efficiency, and Carbon Emission Reduction promoted by ICAO through practical and meaningful initiatives.
He further noted that the Solar PV system is expected to generate nearly 70% of the Authority's total electricity requirement through renewable energy, while surplus electricity generated by the system will be exported to the National Grid. This initiative will make a significant contribution to strengthening environmental sustainability while enhancing the country's energy security.
Captain Rambukwella further emphasized that the project represents another important milestone in Sri Lanka's journey towards Green Aviation, supporting the development of an environmentally friendly, energy-efficient, and sustainable aviation sector through the reduction of carbon emissions. He also reaffirmed CAASL's continued commitment to providing leadership in achieving the United Nations Sustainable Development Goals (SDGs) and advancing sustainable aviation in Sri Lanka.
The commissioning of the Solar PV system reflects the Civil Aviation Authority of Sri Lanka's ongoing commitment to promoting Green Aviation, improving energy efficiency, reducing carbon emissions, and contributing towards a more sustainable future for Sri Lanka's aviation industry.

The Civil Aviation Authority of Sri Lanka (CAASL) officially launched its E-Library, marking another significant milestone in the Authority's digital transformation journey and reaffirming its commitment to fostering a sustainable, paperless working environment.
The E-Library was officially inaugurated by Director General of Civil Aviation, Capt. Daminda Rambukwella, together with Chairman of the Civil Aviation Authority of Sri Lanka, Mr. Sunil Jayarathne, in the presence of the Deputy Directors General and senior officials of the Authority.
Developed with the support of the ICT Unit, the E-Library provides CAASL staff with centralized digital access to the latest International Civil Aviation Organization (ICAO) Annexes and other technical publications relevant to their respective functional areas. The platform enables timely access to current reference materials, enhances knowledge sharing, improves operational efficiency, strengthens regulatory compliance, and significantly reduces reliance on printed documents.
To strengthen access to technical reference materials, CAASL established Sectional Technical Libraries in 2010, comprising hard-copy publications to support operational requirements and facilitate ICAO audit requirements. In line with ICAO's paperless initiative and the Management Circular promoting a paperless working environment, the Authority has now successfully transitioned to a modern digital library platform.
The launch of the E-Library reflects CAASL's continued commitment to digital innovation, effective knowledge management, environmental sustainability, and the adoption of international best practices to support the safe, secure, and efficient development of civil aviation in Sri Lanka.

Key Outcomes & Global Compliance by 2028
- Mandatory 30 NM Separation: The International Civil Aviation Organization (ICAO) announced that compliance for 30 NM longitudinal separation in category R airspace is expected to be mandated by the end of 2028. All participating states agreed to this deadline, which will now be forwarded to the ATM/SG 14 for final approval.
- Modernization of Bilateral Agreements: Sri Lanka held successful bilateral discussions with all neighboring Flight Information Regions (FIRs). All states agreed to review and renew their respective Letters of Agreement (LoAs).
Strengthening Regional Partnerships
- Collaborative Trials with India: India has agreed in principle to commence trial operations on 30 NM separation with Sri Lanka. Furthermore, agreement was reached to reduce separation at the Transfer of Control (TOC) to 10 NM in Category S airspace bordering the Colombo FIR and India.
- Pioneering Dialogue with Australia: Seeking to maximize immediate operational capabilities, CAASL and AASL confirmed the possibility of conducting 30 NM RNP 4 based separation utilizing ADS-C and CPDLC equipped aircraft. Backed by the ICAO Secretariat's strong endorsement, Sri Lanka will officially initiate dialogue with Air Services Australia to implement 30 NM longitudinal separation on selected routes.
- Cost-Effective Solutions with Malaysia: Discussions with Malaysia clarified the Boeing CRA (Central Reporting Agency) agreement criteria. Malaysia shared its streamlined, event-based cost structure, providing a clear roadmap for Sri Lanka to establish its own compliance path as the 30 NM requirement becomes mandatory.
- Colombo FIR: Fully Equipped and Future-Ready Sri Lanka’s Air Traffic Management (ATM) systems are already fully capable of supporting Performance-Based Communication and Surveillance (PBCS)-enabled 30 NM longitudinal separation.

The Civil Aviation Authority of Sri Lanka (CAASL), through its Civil Aviation Promotion Unit, successfully conducted the Next Generation of Aviation Professionals (NGAP) Sri Lanka Programme today (27) at D. S. Senanayake Maha Vidyalaya, Kandalama, under the leadership of the Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, Captain Daminda Rambukwella.
The programme was graced by Mr. Tao Ma, Regional Director of the ICAO Asia and Pacific Office, as the Chief Guest, reaffirming the shared commitment of the International Civil Aviation Organization (ICAO) and the Civil Aviation Authority of Sri Lanka to empowering and inspiring the next generation of aviation professionals.
Approximately 400 students from D. S. Senanayake Maha Vidyalaya and several other schools within the Galewela Educational Zone participated in the programme, gaining valuable awareness of the diverse educational and career opportunities available in the aviation sector.
The programme commenced with an exciting Model Aircraft Flying Display, which generated great enthusiasm among the students while providing them with a practical understanding of the fundamental principles of aviation and aircraft operations.
An aviation-themed art competition was also held as part of the programme. During the exhibition, Mr. Tao Ma and Captain Daminda Rambukwella visited the students' artwork and highly commended their creativity, talent, and enthusiasm for aviation.
Addressing the gathering, Mr. Tao Ma commended Sri Lanka's continued efforts to promote aviation awareness among young people and emphasized the importance of nurturing the next generation of aviation professionals to support the sustainable growth of the global aviation industry.
Speaking at the programme, Captain Daminda Rambukwella highlighted the significant role of the NGAP Sri Lanka Programme in developing Sri Lanka's future aviation workforce and encouraged students to explore the diverse career opportunities available within the aviation sector.
The programme also featured presentations by aviation professionals, interactive knowledge-sharing sessions, and a variety of educational activities aimed at enhancing students' creativity, innovation, and understanding of the aviation sector.
