The Civil Aviation Authority of Sri Lanka (CAASL) recently welcomed Ms. Thameema Kemal, newly appointed Commercial Manager – Sri Lanka of Flydubai, who paid a courtesy call on Capt. Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer of the CAASL, at the Authority’s Headquarters.
The meeting provided an opportunity to discuss Flydubai’s current operations in Sri Lanka, future expansion plans and opportunities to further strengthen air connectivity between Sri Lanka and the airline’s expanding international network. Discussions also focused on continued collaboration to facilitate the safe, secure, efficient and sustainable growth of international air services.

ශ්රී ලංකාවේ ගුවන්සේවා නිරුපද්රිතතා ප්රමිතීන් තවදුරටත් ඉහළ නංවා ගනිමින්, ඉදිරියේදී පැවැත්වීමට නියමිත ජාත්යන්තර සිවිල් ගුවන්සේවා සංවිධානයේ (International Civil Aviation Organization – ICAO) නිරුපද්රිතතා අධීක්ෂණ විගණනය (Safety Oversight Audit / USOAP-CMA Audit) සඳහා ශ්රී ලංකාව ශක්තිමත් ලෙස සූදානම් කිරීමේ අරමුණින්, ශ්රී ලංකාවේ ඉල්ලීම මත ICAO ආසියා පැසිෆික් ප්රාදේශීය කාර්යාලය (ICAO Asia and Pacific Office – ICAO APAC) වෙතින් ලබාගත් Combined Action Team (CAT) තාක්ෂණික සහාය මෙහෙයුමක් (Technical Assistance Mission) 2026 අගෝස්තු 05 සිට 12 දක්වා ශ්රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය (Civil Aviation Authority of Sri Lanka – CAASL) තුළ සාර්ථකව පැවැත්විණි.
ශ්රී ලංකාවේ ඉල්ලීම මත ලබාගත් මෙම විශේෂිත තාක්ෂණික සහාය මෙහෙයුම, ශ්රී ලංකා ඉතිහාසයේ පළමු වරට ICAO APAC වෙතින් මෙවැනි CAT Mission සහායක් ලබාගැනීමක් වීම විශේෂත්වයකි.
ශ්රී ලංකාවේ අවසන් ICAO නිරුපද්රිතතා අධීක්ෂණ විගණනය (Safety Oversight Audit) 2018 වසරේදී පැවැත්වීමෙන් අනතුරුව, ගෝලීය ගුවන්සේවා ක්ෂේත්රය නව තාක්ෂණික ප්රවණතා, ජාත්යන්තර ප්රමිතීන් සහ නිරුපද්රිතතා අධීක්ෂණ ක්රමවේද සමඟ අඛණ්ඩව පරිණාමය වී ඇත. එම නව ගෝලීය පරිසරයට අනුකූලව ශ්රී ලංකාවේ නිරුපද්රිතතා අධීක්ෂණ පද්ධතියද නවීකරණය කරමින්, නව තාක්ෂණික ක්රමවේද හා ජාත්යන්තර ප්රමිතීන්ට අනුකූල ක්රියාමාර්ග හඳුන්වා දෙමින් ඉදිරියට ගෙන යාමට මේ වනවිට කටයුතු කරමින් පවතී. මෙම ක්රියාවලිය සිවිල් ගුවන්සේවා අධ්යක්ෂ ජනරාල් හා ප්රධාන විධායක නිලධාරීවරයාගේ නායකත්වය යටතේ සහ අමාත්යාංශයේ සහයෝගය ඇතිව ක්රියාත්මක වන අතර, ශ්රී ලංකාවේ ඉල්ලීම මත ICAO APAC වෙතින් මෙම CAT Mission තාක්ෂණික සහාය ලබාගැනීම එහි වැදගත් පියවරක් වේ.
මෙම CAT Mission සඳහා ICAO හි තාක්ෂණික විශේෂඥයින් (Technical Experts) අට දෙනෙකු ශ්රී ලංකාවට පැමිණ, CAASL හි අදාළ තාක්ෂණික නිලධාරීන් සහ විශේෂඥයින් සමඟ එක්ව තාක්ෂණික දැනුම, ජාත්යන්තර අත්දැකීම් සහ ප්රායෝගික මාර්ගෝපදේශ හුවමාරු කර ගනිමින් ශ්රී ලංකාවේ නිරුපද්රිතතා අධීක්ෂණ පද්ධතිය (Safety Oversight System) තවදුරටත් ශක්තිමත් කිරීම සඳහා සහාය ලබා දෙන ලදී.
මෙහිදී විශේෂ අවධානය යොමු වූයේ, ඉදිරි ICAO Safety Audit එක සඳහා ශ්රී ලංකාවේ සූදානම ශක්තිමත් කිරීම, අදාළ නියාමන් (Regulatory Frameworks), ක්රියාපටිපාටි (Procedures), අධීක්ෂණ හැකියාවන් (Surveillance Capabilities), තාක්ෂණික දැනුම, ලේඛනගත ක්රමවේද සහ අනෙකුත් අවශ්ය ක්ෂේත්ර තවදුරටත් සංවර්ධනය කිරීම සඳහා ප්රායෝගික තාක්ෂණික සහාය ලබාදීමයි.
මෙම CAT Mission එකේ විශේෂත්වය වන්නේ, මෙය ICAO විසින් ශ්රී ලංකාව විගණනය කිරීමක් නොව, ශ්රී ලංකා රජයේ ඉල්ලීම මත ශ්රී ලංකාවට ලබාදෙන සහායක මෙහෙයුමක් වීමයි. CAT Mission එකක් යනු තාක්ෂණික සහාය (Technical Assistance), ධාරිතා සංවර්ධනය (Capacity Building) සහ සූදානම් කිරීමේ සහාය (Preparedness Support) ලබාදීමේ ක්රියාවලියක් වන අතර, එමඟින් Audit Findings නිකුත් කිරීම හෝ රාජ්යයේ Effective Implementation (EI) මට්ටම තීරණය කිරීම සිදු නොවේ. එහි ප්රධාන අරමුණ වන්නේ ඉදිරි ICAO USOAP-CMA Audit සඳහා රාජ්යයට වඩාත් හොඳින් සූදානම් වීමට සහාය වීමයි.
ශ්රී ලංකාවේ ගුවන්සේවා නිරුපද්රිතතාව යනු CAASL ආයතනයකට පමණක් සීමා වූ වගකීමක් නොවන බැවින්, මෙම සූදානම් කිරීමේ ක්රියාවලිය තුළ අදාළ අමාත්යාංශය, රාජ්ය ආයතන, ශ්රීලංකන් ගුවන් සමාගම (SriLankan Airlines), ගුවන් තොටුපළ හා ගුවන්සේවා ශ්රී (ලංකා) පුද්ගලික සමාගම ඇතුළු ගුවන්සේවා ක්ෂේත්රයට සම්බන්ධ සියලු ම පාර්ශ්වයන්ගේ සහයෝගීතාව හා සම්බන්ධීකරණයද වැදගත් වේ. එමඟින් ශ්රී ලංකාවේ සමස්ත State Safety Oversight System එක වඩාත් කාර්යක්ෂම හා තිරසාර ලෙස ශක්තිමත් කිරීම අරමුණු කරයි.
මෙම මෙහෙයුම හුදෙක් ඉදිරි විගණනයක් සඳහා සූදානම් වීමකට පමණක් සීමා නොවන අතර, ශ්රී ලංකාවේ දිගුකාලීන නිරුපද්රිතතා අධීක්ෂණ හැකියාවන් (Safety Oversight Capabilities) වර්ධනය කිරීම, තාක්ෂණික නිලධාරීන්ගේ දැනුම හා හැකියාවන් වැඩිදියුණු කිරීම, ජාත්යන්තර ප්රමිතීන්ට අනුකූල ක්රමවේද තවදුරටත් ශක්තිමත් කිරීම සහ ශ්රී ලංකාවේ ගුවන්සේවා ක්ෂේත්රය පිළිබඳ ජාත්යන්තර විශ්වාසය තවදුරටත් ඉහළ නැංවීම සඳහා වැදගත් පියවරක් වේ. CAT Mission මගින් State එකට විධිමත් Audit එකට පෙර තම පද්ධති සමාලෝචනය කර, අවශ්ය වැඩිදියුණු කිරීම් සිදුකර ගැනීමට අවස්ථාව ලබාදෙන බව ICAO මාර්ගෝපදේශවලද පැහැදිලි කර ඇත.
මෙම CAT Mission හි අවසන් අදියර ලෙස 2026 අගෝස්තු 12 වන දින පැවති සමාලෝචන හමුව (Debriefing Meeting) මගින් ICAO තාක්ෂණික කණ්ඩායම විසින් මෙහෙයුම අතරතුර සිදුකළ තාක්ෂණික සාකච්ඡා සහ සමාලෝචනවල ප්රතිඵල, ඉදිරි වැඩිදියුණු කිරීම් සහ ඉදිරි ක්රියාමාර්ග පිළිබඳව ශ්රී ලංකා පාර්ශ්වය දැනුවත් කරන ලදී.
මෙම අවස්ථාව සඳහා වරාය හා සිවිල් ගුවන්සේවා සහ බලශක්ති අමාත්ය ගරු අනුර කරුණාතිලක මහතා, වරාය හා සිවිල් ගුවන්සේවා නියෝජ්ය අමාත්ය ගරු ඉංජිනේරු ජනිත රුවන් කොඩිතුවක්කු මහතා, වරාය හා සිවිල් ගුවන්සේවා අමාත්යාංශ ලේකම් ඩබ්ලිව්. ඩබ්ලිව්. එස්. මංගල මහතා, ගුවන්සේවා අධ්යක්ෂිකා මයුරි පෙරේරා මහත්මිය (Director of Aviation), සිවිල් ගුවන්සේවා අධිකාරියේ සභාපති සුනිල් ජයරත්න මහතා, සිවිල් ගුවන්සේවා අධ්යක්ෂ ජනරාල් සහ ප්රධාන විධායක නිලධාරී (Director General of Civil Aviation & CEO) කපිතාන් දමින්ද රඹුක්වැල්ල මහතා, කලමණකරන සේවා දෙපාර්තමේන්තුව, නීති කෙටුම්පත් දෙපාර්තමේන්තුව, ඇතුළු CAASL හි ජ්යෙෂ්ඨ නිලධාරීන් සහභාගී වූහ.
ශ්රී ලංකාව විසින් මෙම CAT Mission සඳහා ප්රමුඛත්වය ලබාදීම, රටේ ගුවන්සේවා නිරුපද්රිතතාව පිළිබඳ රාජ්ය මට්ටමේ දැඩි කැපවීමක් පිළිබිඹු කරන අතර, අදාළ අමාත්යාංශයේ සහාය සහ DGCA & CEOගේ නායකත්වය යටතේ ICAO සමඟ පවතින තාක්ෂණික සහයෝගීතාව තවදුරටත් ශක්තිමත් කිරීමටද මෙය වැදගත් පියවරක් වේ.
අවසාන වශයෙන්, මෙම CAT Mission එකේ අරමුණ ශ්රී ලංකාව පිළිබඳව විගණනයක් සිදුකිරීම නොව, ශ්රී ලංකාවට සහාය වීමයි. ICAO APAC හි විශේෂඥ දැනුම සහ තාක්ෂණික මාර්ගෝපදේශ උපයෝගී කර ගනිමින්, ශ්රී ලංකාව තම නිරුපද්රිතතා අධීක්ෂණ පද්ධතිය තවදුරටත් ශක්තිමත් කර, ඉදිරි ICAO USOAP-CMA Safety Audit සඳහා වඩාත් ශක්තිමත් සූදානමක් ඇති කර ගැනීම මෙහි ප්රධාන අරමුණ වේ. මෙම ක්රියාවලියේ ප්රතිඵලයක් ලෙස ශ්රී ලංකාවේ Effective Implementation (EI) මට්ටම තවදුරටත් ඉහළ නැංවීමටත්, රටේ ගුවන්සේවා ක්ෂේත්රයට දිගුකාලීන ජාත්යන්තර ප්රතිලාභ සහ විශ්වාසය තවදුරටත් ලබාගැනීමටත් අවස්ථාව සැලසෙනු ඇත.

ICAO Combined Action Team Technical Assistance Mission Successfully Concludes, Strengthening Sri Lanka’s Aviation Safety Oversight System
At the invitation of the Government of Sri Lanka, a Combined Action Team (CAT) Technical Assistance Mission conducted by technical experts of the International Civil Aviation Organization (ICAO) successfully concluded at the Civil Aviation Authority of Sri Lanka (CAASL) on 12 August 2026.
The Mission, conducted from 05 to 12 August 2026 with the support of the ICAO Asia and Pacific Office (ICAO APAC), was undertaken at the request of the Government of Sri Lanka to strengthen the country’s aviation safety oversight capabilities and preparedness for the forthcoming ICAO Safety Oversight Audit under the Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP-CMA).
This Mission is particularly significant as it marks the first time Sri Lanka has received CAT Mission assistance from ICAO APAC.
Following Sri Lanka’s last ICAO Safety Oversight Audit in 2018, the global aviation sector has continued to evolve through new technologies, international standards, operational practices and safety oversight approaches. In response to these developments, Sri Lanka is advancing efforts to modernise and strengthen its Safety Oversight System in line with the evolving international aviation environment.
The process is being carried out under the leadership of the Director General of Civil Aviation and Chief Executive Officer (DGCA & CEO), with the support of the Ministry ports & Civil Aviation as well as the cooperation of stakeholders across the aviation sector.
Eight ICAO technical experts participated in the CAT Mission and worked closely with relevant CAASL technical officers and specialists. The Mission focused on technical discussions, system reviews, knowledge sharing and practical guidance covering areas including regulatory frameworks, procedures, surveillance capabilities, technical competencies and documentation systems.
Importantly, the CAT Mission was not an ICAO audit of Sri Lanka. It was a technical assistance initiative provided at the request of the Government of Sri Lanka. CAT Missions are designed to provide technical assistance, capacity building and preparedness support and do not issue formal audit findings or determine a State’s Effective Implementation (EI) level. The objective is to assist the State in strengthening its systems ahead of a formal ICAO USOAP-CMA Audit.
Strengthening aviation safety oversight is a shared national responsibility. Accordingly, the process requires the continued cooperation and coordination of the relevant Ministry, government institutions, SriLankan Airlines, Airport and Aviation Services (Sri Lanka) (Private) Limited and other stakeholders across the aviation sector.
The Mission concluded with a Debriefing Meeting on 12 August 2026, during which the ICAO technical team presented the outcomes of the technical discussions and reviews and briefed the Sri Lankan authorities on areas for further improvement and recommended follow-up actions.
The meeting was attended by Hon. Anura Karunathilake, Minister of Ports and Civil Aviation and Energy; Hon. Eng. Janitha Ruwan Kodithuwakku, Deputy Minister of Ports and Civil Aviation; Mr. W. W. S. Mangala, Secretary to the Ministry of Ports and Civil Aviation; Ms. Mayuri Perera, Director of Aviation; Mr. Sunil Jayaratne, Chairman of CAASL; Capt. Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer; representatives of the Department of Management Services and the Legal Draftsman’s Department; and senior officials of CAASL.
The CAT Mission represents an important step in Sri Lanka’s continuing efforts to strengthen its Safety Oversight System, enhance technical capabilities and ensure alignment with international standards and evolving global aviation practices.
The Civil Aviation Authority of Sri Lanka appreciates the technical assistance provided by ICAO APAC at the request of the Government of Sri Lanka and remains committed to applying the knowledge and guidance gained through the Mission towards the continued improvement of Sri Lanka’s aviation safety oversight system.
