The programme was graced by Mr. Tao Ma, Regional Director of the International Civil Aviation Organization (ICAO) Asia and Pacific Office, whose participation provided a valuable opportunity for aspiring aviation professionals to gain insights from one of the region's foremost aviation leaders.
In his remarks, Captain Rambukwella emphasized the importance of nurturing the next generation of aviation professionals and equipping them with the knowledge, skills, and leadership qualities required to support the continued growth and sustainability of the aviation sector. The Civil Aviation Authority of Sri Lanka (CAASL) successfully conducted the PEL Knowledge Examiner Certification Award Ceremony on 19 June 2026 at the Kokila Conference Room under the distinguished leadership of Captain Daminda Rambukwella, Director General of Civil Aviation (DGCA) and Chief Executive Officer of CAASL.
The ceremony marked an important milestone in strengthening Sri Lanka’s aviation personnel licensing framework by recognizing and certifying qualified PEL Knowledge Examiners who will contribute to maintaining the highest standards of competency, safety, and regulatory compliance within the aviation sector.
The event commenced with remarks by Mr. C. M. William, Senior Civil Aviation Inspector, who emphasized the importance of continuously improving aviation regulatory systems and processes to meet the demands of the rapidly evolving digital era.
The event also featured addresses by Mr. Asanga Liyanarachchi, Acting Director – Training Organization and Personnel Licensing, Mr. Lasantha Pramod Dahanayake, Deputy Director General – Flight Safety Regulations, and Mr. M. A. K. Prasanna, Deputy Director General – Aeronautical Services Regulations. Their remarks focused on training development, safety standards, regulatory compliance, and continuous improvements to personnel licensing systems.
Addressing the gathering, Captain Daminda Rambukwella, DGCA & CEO, emphasized the critical role of PEL Knowledge Examiners in maintaining the integrity and effectiveness of Sri Lanka’s aviation personnel licensing system. During the ceremony, certificates and appointment letters were awarded to newly certified PEL Knowledge Examiners in the Flight Crew Licensing (FCL), Air Traffic Control (ATC), Flight Operations Officer (FOO), Aircraft Maintenance Licensing (AML), English Language Proficiency Check (ELPC), and Flight Instructor – Restricted (FI-Restricted) categories, authorizing them to conduct knowledge and viva examinations in their respective disciplines.
The event concluded with a vote of thanks, marking the successful completion of the ceremony and reaffirming CAASL’s commitment to developing a competent aviation workforce while maintaining internationally recognized standards in aviation personnel licensing and safety oversight.

The Civil Aviation Authority of Sri Lanka (CAASL) has achieved a historic milestone in the country’s aviation sector by issuing the first Water Aerodrome Licence under the Water Aerodrome Regulations, 2022, for the Castlereigh Reservoir Water Aerodrome.
Located in Sri Lanka’s central highlands, Castlereigh Reservoir, which is under the authority of the Ceylon Electricity Board (CEB), is one of the designated water aerodromes in the country. The facility provides an available water runway length of 2,680 metres at an elevation of approximately 3,600 feet above mean sea level and is operated by Saffron Aviation (Pvt) Ltd, operating as Cinnamon Air.
As Sri Lanka’s sole floatplane operator, Cinnamon Air has provided domestic seaplane services for more than a decade, contributing significantly to the development of water-based aviation and domestic air connectivity.
Recognizing the need to establish a regulatory framework for floatplane operations, CAASL introduced the Water Aerodrome Regulations in 2022. Under these regulations, operators conducting floatplane operations to and from water bodies are required to obtain a Water Aerodrome Licence issued by the Authority.
Following an application submitted by Saffron Aviation (Pvt) Ltd, CAASL conducted a comprehensive evaluation process, including a detailed review of documentation and an extensive on-site audit. The assessment covered aerodrome operations, flight operations, aviation security, safety management systems, facilities, equipment, emergency response arrangements and operational procedures.
The audit confirmed compliance with the applicable regulatory requirements, enabling CAASL to issue the licence for the Castlereigh Reservoir Water Aerodrome.
The issuance of Sri Lanka’s first Water Aerodrome Licence marks a significant achievement in the evolution of the country’s aviation regulatory framework and demonstrates CAASL’s commitment to ensuring that all aviation activities are conducted in accordance with national regulations and internationally recognized standards.
This milestone also supports the safe, secure and sustainable growth of floatplane operations in Sri Lanka while enhancing opportunities for domestic air transportation and tourism development.
The licence was presented by Capt. Daminda Rambukwella, Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, to Mr. Sean Dwight, Chief Executive Officer of Saffron Aviation (Pvt) Ltd. The occasion was attended by Capt. Indika Premadasa, Capt. Madhura Dias, Ms. Miyumi Nimasha and officials representing both organizations.
As the national aviation regulator, CAASL remains committed to strengthening aviation safety, security and regulatory oversight while supporting the continued development of Sri Lanka’s aviation industry.

ශ්රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය (CAASL) විසින් කාසල්රේ’හි ජලාශ්රිත ගගණ යාත්රාංගණ (Water Aerodrome) සඳහා ජලාශ්රිත ගගණ යාත්රාංගණ බලපත්රය (Water Aerodrome Licence) නිකුත් කරමින් ශ්රී ලංකා ගුවන්සේවා ඉතිහාසයේ වැදගත් සන්ධිස්ථානයක් සනිටුහන් කර ඇත. මෙය 2022 ජලාශ්රිත ගගණ යාත්රාංගණ රෙගුලාසි (Water Aerodrome Regulations, 2022) යටතේ නිකුත් කරන ලද ශ්රී ලංකාවේ ප්රථම ජලාශ්රිත ගගණ යාත්රාංගණ බලපත්රය වේ.
ලංකා විදුලිබල මණ්ඩලයේ (CEB) පාලනය යටතේ පවතින කාසල්රේ ජලාශය, ශ්රී ලංකාවේ නම්කර ඇති ජලාශ්රිත ගගණ යාත්රාංගණවලින් (Water Aerodromes) එකකි. ජලය මත ගොඩබැස්විය හැකි ගුවන්යානා සහ පාවෙන ගුවන්යානා (Floatplanes/Seaplanes) මෙහෙයුම් සඳහා භාවිතා වන මෙම ජලාශ්රිත ගගණ යාත්රාංගණයේ ජල ධාවන පථයේ (Water Runway) දිග මීටර් 2,680ක් වන අතර එය මුහුදු මට්ටමේ සිට අඩි 3,600ක පමණ උසක පිහිටා ඇත. මෙම ජලාශ්රිත ගගණ යාත්රාංගණය සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගම (Saffron Aviation Pvt Ltd) හෙවත් Cinnamon Air විසින් මෙහෙයවනු ලබයි.

ජලය මත ගොඩබැස්විය හැකි ගුවන්යානා මෙහෙයුම් සඳහා විධිමත් නියාමන රාමුවක් (Regulatory Framework) ස්ථාපිත කිරීමේ අවශ්යතාව හඳුනාගත් ශ්රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය, 2022 වසරේදී ජලාශ්රිත ගගණ යාත්රාංගණ රෙගුලාසි (Water Aerodrome Regulations) හඳුන්වා දෙන ලදී. එම රෙගුලාසි අනුව ජල මූලාශ්ර වෙත හෝ ජලය මත ගොඩබැස්විය හැකි ගුවන්යානා මෙහෙයුම් සිදුකරන සියලුම ක්රියාකරුවන් (Operators) CAASL විසින් නිකුත් කරන ජලාශ්රිත ගගන යාත්රාංගණ බලපත්රයක් ලබාගැනීම අනිවාර්ය වේ.
සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගම විසින් ඉදිරිපත් කරන ලද අයදුම්පත සලකා බැලීමෙන් අනතුරුව, ශ්රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ අධ්යක්ෂ ජනරාල් සහ ප්රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා විසින් පත් කරන ලද විගණන කණ්ඩායමක් (Audit Team) මඟින් පුළුල් ලේඛන ඇගයීමක් (Documentation Review) සහ ක්ෂේත්ර පරීක්ෂාවක් (On-site Audit) සිදු කරන ලදී.
මෙම විගණනයට ජලාශ්රිත ගගණ යාත්රාංගණ මෙහෙයුම් (Aerodrome Operations), ගුවන් මෙහෙයුම් (Flight Operations), ගුවන් ආරක්ෂාව (Aviation Security), සුරක්ෂිත කළමනාකරණ පද්ධති (Safety Management Systems), හදිසි ප්රතිචාර සැලසුම් (Emergency Response Arrangements), පහසුකම් සහ උපකරණ (Facilities and Equipment) ඇතුළු සියලුම අදාළ ක්ෂේත්ර ඇතුළත් විය.
අදාළ සියලු නියාමන අවශ්යතා (Regulatory Requirements) සම්පූර්ණ කර ඇති බව තහවුරු කිරීමෙන් අනතුරුව, CAASL විසින් කාසල්රේ’හි ගුවන් මෙහෙයුම් සඳහා ජලාශ්රිත ගගණ යාත්රාංගණය බලපත්රය නිකුත් කරන ලදී.
මෙම බලපත්රය නිකුත් කිරීම ශ්රී ලංකාවේ ගුවන්සේවා නියාමනය (Aviation Regulation) ශක්තිමත් කිරීමේ වැදගත් පියවරක් වන අතර, ජාත්යන්තරව පිළිගත් ගුවන්සේවා සුරක්ෂිත (Safety) සහ ආරක්ෂිත (Security) ප්රමිතීන්ට අනුකූලව සියලුම ගුවන් මෙහෙයුම් පවත්වාගෙන යාම සම්බන්ධයෙන් CAASL හි අඛණ්ඩ කැපවීමද පිළිබිඹු කරයි.
බලපත්ර ප්රදානෝත්සවයේදී ශ්රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ අධ්යක්ෂ ජනරාල් සහ ප්රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා විසින් සෆ්රන් ඒවියේෂන් (පුද්ගලික) සමාගමේ ප්රධාන විධායක නිලධාරී ෂෝන් ඩ්වයිට් මහතා වෙත බලපත්රය නිල වශයෙන් ප්රදානය කරන ලදී. මෙම අවස්ථාව සඳහා කපිතාන් ඉන්දික ප්රේමදාස, කපිතාන් මධුර ඩයස්, මියුමි නිමාෂා මහත්මිය සහ ආයතන දෙකෙහි නිලධාරීන් ද එක්ව සිටියහ.
මෙම ඉතිහාසගත ජයග්රහණය, ශ්රී ලංකාවේ ජලාශ්රිත ගගණ යාත්රාංගණ මෙහෙයුම් (Water-based Aviation) ක්ෂේත්රයේ සුරක්ෂිත, ආරක්ෂිත, සහ තිරසාර සංවර්ධනය සඳහා නව පදනමක් සකස් කරන අතර, රටේ දේශීය ගුවන් සම්බන්ධතාව (Domestic Air Connectivity) සහ ගුවන් සංචාරක කර්මාන්තය (Aviation Tourism) තවදුරටත් ශක්තිමත් කිරීමට දායක වනු ඇත.

මෙම සමාලෝචන වැඩසටහනේදී කාර්යාල සංසදයේ සේවක සහභාගීත්වය ප්රවර්ධනය කිරීම, කළමනාකාරීත්වය හා සේවකයන් අතර සහයෝගීතාව ශක්තිමත් කිරීම, සේවා ස්ථානය තුළ ඵලදායී සංවාදයක් ගොඩනැගීම සහ සේවක සුබසාධනය වර්ධනය කිරීම සඳහා ක්රියාත්මක කර ඇති වැඩසටහන් හා ක්රියාමාර්ග පිළිබඳ පුළුල් වශයෙන් සාකච්ඡා කෙරිණි.
එමෙන්ම කාර්යාල සංසදය ආරම්භ කිරීමෙන් අනතුරුව ක්රියාත්මක කරන ලද වැඩසටහන්, අත්කරගත් ප්රගතිය, මුහුණ දුන් අභියෝග සහ ඉදිරි සංවර්ධන සැලසුම් පිළිබඳව ජාත්යන්තර කම්කරු සංවිධානයේ (ILO) නියෝජිතයන් වෙත කරුණු ඉදිරිපත් කරන ලදී. මෙහිදී ජාත්යන්තර කම්කරු සංවිධානයේ නියෝජිතයන් විසින් ශ්රී ලංකා සිවිල් ගුවන් සේවා අධිකාරියේ කාර්යාල සංසදයේ ක්රියාකාරීත්වය සහ මෙතෙක් අත්කරගෙන ඇති ප්රගතිය ඇගයීමට ලක් කළ අතර, සංසදයේ සේවක සහභාගීත්වය සහ ආයතනික සුහදතාවය වර්ධනය කිරීම සඳහා ගෙන ඇති පියවර පිළිබඳ සිය ප්රශංසාව ද පළ කළහ.
එමෙන්ම අභ්යන්තර සේවක ගැටලු කාර්යාල සංසදය හරහා ඵලදායී ලෙස විසඳා ගැනීම මඟින් ආයතනයේ සේවා කාර්යක්ෂමතාව ඉහළ නංවා මහජනතාව වෙත වඩාත් ගුණාත්මක හා කාර්යක්ෂම සේවාවක් සැපයීමේ වැදගත්කම පිළිබඳව ද මෙහිදී අවධානය යොමු කෙරිණි.
