Lakwin Aviation (Pvt) Ltd was certified by the Civil Aviation Authority of Sri Lanka (CAASL) to provide domestic commercial civil passenger & cargo transport services after full filling the necessary requirements.

The Air Operator Certificate (AOC) was handed over by Mr. P. A. Jayakantha, Director General of Civil Aviation & Chief Executive Officer (DGCA & CEO) to Chief Executive Officer of Lakwin Air on behalf of Mr. Lakshitha Weerasinghe Accountable Manager of Lakwin Air.

The entry of more airlines to the Sri Lanka air transport industry will be a catalyst to the national economy through the promotion of the tourism industry.

The Application submitted by Lakwin Air was scrutinized by the Civil Aviation Inspectors of CAASL by considering the organizational structure, aircraft capability, availability of qualified & well trained staff, instruments/ equipment and other required facilities & documents for the certification under the guidance of Mr. P. A. Jayakantha, the DGCA & CEO and the leadership of Mr. Saman Gunawerdena, Deputy Director General (Flight Safety Regulations) of the CAASL.

DGCA & CEO emphasized that the AOC holder shall be required to maintain standards for Air Safety & Security of all activities and the Lakwin Air representatives promised to act as per the scope of the AOC.

Capt. Lushan Fernando, Director (Aircraft Operations), Senior Civil Aviation Inspector Mr. Eranga Dasanayake, Mr. Isuru Sarathchchandra, Capt. Daminda Rambukwella of CAASL were also present on this occasion while Capt. Hirantha Perera, Director Operations and other senior Officers represented the Airline.

වරාය, නාවික සහ ගුවන්සේවා අමාත්‍ය නිමල් සිරිපාල ද සිල්වා පසුගිය දා (19) ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරියේ නිරික්ෂණ චාරිකාවකට එක්විය.

මෙහිදී අධිකාරියේ අධ්‍යක්ෂ මණ්ඩලය හා ජ්‍යෙෂ්ඨ නිලධාරීන් සමගින් ගුවන්සේවා කර්මාන්තයේ උන්නතිය වෙනුවෙන් රජයේ ඉදිරි වැඩපිළිවෙල සහ ජාතික ආර්ථිකය සවිමත් කිරීම උදෙසා ගුවන්සේවා කර්මාන්තය උපයෝගී කරගත හැකි ආකාරය පිළිබඳව දීර්ඝ වශයෙන් සාකච්ඡාවක නිරත විය. ශ්‍රී ලංකාවේ ගුවන්සේවා නියාමන ආයතනය ලෙස මෙම කටයුත්තේ දී ශ්‍රී ලංකා සිවිල් ගුවන්සේවා අධිකාරිය, ගුවන්සේවා කර්මාන්තයට හා සම්බන්ධ සෙසු ආයතන සමගින් එක්ව කඩිනම් වැඩපිළිවෙලක් ක්‍රියාත්මක කරන ලෙස ද අමාත්‍යවරයා මෙහිදී උපදෙස් ලබාදෙන ලදි.

The Royal Thailand Ambassador in Sri Lanka, recently gifted a consignment of chemical protective clothing (CPC) to the Director General of Civil Aviation Authority for use by the civil aviation community who conduct preventive measures against the chemical hazards, commonly known as the last line of defense for chemical safety.

The Director General and Chief Executive Officer of the Civil Aviation Authority (CAASL), P A Jayakantha receiving the gift noted that “This goodwill gesture brings more closer relationship enjoyed between Thailand and Sri Lanka, besides the formal diplomatic connections and several bilateral agreements and diversified arrangements”. He welcomed and acknowledged the Thailand Ambassador POJ Harpnpol, accompanied by senior officials of Thailand embassy, personally visiting the CAASL Head Office at Katunayake to present the gift of chemical protective clothing (CPC).

The Ambassador, handing over the consignment to the senior management officials at CAASL spoke about the cultural and economic connections between both two countries for more than a century and touched on strengthening decades old bonds on TERAWADHA BUDU DAHAMA.  The Ambassador, POJ Harpnpol placed his signature on the eminent visitors Golden Book by invitation of Upul Dharmadasa, the Chairman of the Civil Aviation Authority.

A veteran and versatile in the field of aviation; P. A. Jayakantha has been appointed as the new Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka (CAASL), this appointment was made consequent to a decision by the Cabinet of Ministers with the concurrence of the President, at its meeting held on 1^st August’22.

Mr. Jayakantha, was the Additional Director General Civil Aviation since 2020, when he was appointed to the highest position at CAASL.  He assumed duties in the new post on 05^th August’2022.

The CAASL comes under the supervision of Minister in Charge of the subject of civil aviation, is the statutory body that regulates the civil aviation within its territory and air space above it, in meeting with the obligations as a contracting state to the International Civil Aviation Convention 1944, commonly known as the Chicago Convention thus ensuring safe and secure civil aviation activities in Sri Lanka. At present 193 States signatory to the Convention.

Mr. P. A. Jayakantha began his professional career as a Commissioned Officer in the Sri Lanka Air Force (SLAF) and then moved to the Airline Industry as a Management Officer with then AirLanka Ltd., the national carrier.  He joined the civil aviation inspectorate at the Civil Aviation Authority in its Aviation Regulation Division and held the positions of Director Aviation Security and the Deputy Director General, prior to his appointment as the Additional Director General in the year 2020.

He is also an ICAO Accredited Auditor for the ICAO Universal Security Audit Program and serves as a member of its Audit Team, conducting state audits in foreign countries since 2010. He is the first and only international Auditor in Civil Aviation in Sri Lanka.

In his academic qualifications, he holds Bachelor of Arts Degree in Economics (Special) at the University of Colombo and Master Degree in Economics, University of Kelaniya. 

He was a student in D S Senanayake Central College, Mirigama and serves as a member of its Alumni.  He is also a Justice of Peace (JP) for the whole island, appointed by the Ministry of Justice. Married to Anoma Jayawardana, Government School Teacher and blessed with 03 sons in the family.
