The Civil Aviation Authority of Sri Lanka (CAASL) hosted a high-level technical discussion with representatives of EHang Intelligent and key aviation stakeholders to further deliberate on the proposed introduction of electric Vertical Take-off and Landing (eVTOL) operations in Sri Lanka. The discussion, held at the Civil Aviation Authority of Sri Lanka, focused on exploring the regulatory and operational pathways required to safely integrate this emerging technology into the country's aviation ecosystem.
The meeting marked the second phase of discussions following the recent engagement between representatives of EHang Intelligent and the Hon. Deputy Minister of Ports and Civil Aviation, Eng. Janitha Ruwan Kodithuwakku, It reflects the Government's continued commitment to exploring innovative aviation technologies through a coordinated, collaborative, and safety-focused approach.
During the meeting, EHang presented its advanced technological capabilities and global achievements, including becoming the world's first eVTOL manufacturer to obtain a Type Certificate from its State of Design, issued by the Civil Aviation Authority of China (CAAC). The company also outlined its proposal to establish an eVTOL Regulatory Sandbox in Sri Lanka to facilitate research, development, demonstration, and trial operations, providing a structured pathway towards the potential introduction of commercial eVTOL services in the future.
The technical discussions focused on the regulatory and operational considerations essential for the safe integration of Advanced Air Mobility (AAM) into Sri Lanka's aviation ecosystem. Key areas of deliberation included the development of an appropriate regulatory framework, certification and licensing requirements, operational concepts, airspace integration, infrastructure readiness, safety oversight, security considerations, and stakeholder collaboration necessary to support the introduction of this emerging mode of air transportation.
The discussion was chaired by the Director General of Civil Aviation and Chief Executive Officer of the Civil Aviation Authority of Sri Lanka, Capt. Daminda Rambukwella. Representatives from the Ministry of Defence (MOD), Sri Lanka Tourism Development Authority (SLTDA), Board of Investment of Sri Lanka (BOI), Airport and Aviation Services (Sri Lanka) (Private) Limited (AASL), and EHang Intelligent participated in the meeting. The broad participation reflected a whole-of-government approach to evaluating the opportunities, challenges, and regulatory considerations associated with Advanced Air Mobility in Sri Lanka.
The Civil Aviation Authority of Sri Lanka reaffirmed its commitment to fostering responsible aviation innovation while ensuring that the evaluation and potential adoption of emerging technologies are undertaken in accordance with the highest standards of aviation safety, security, and regulatory compliance. The Authority further reaffirmed its commitment to working closely with relevant national stakeholders and industry partners to explore the safe and sustainable integration of Advanced Air Mobility into Sri Lanka's aviation sector, in alignment with ICAO Standards and Recommended Practices (SARPs) and international best practices.

මෙම අවස්ථාවේදී EHang Intelligent සමාගම තම නවීන තාක්ෂණික හැකියාවන් සහ ජාත්යන්තර ජයග්රහණ පිළිබඳව පෙන්වා දුන් අතර, චීන සිවිල් ගුවන්සේවා පරිපාලනය (CAAC) විසින් නිකුත් කරන ලද Type Certificate සහතිකය හිමි වූ ලොව ප්රථම eVTOL නිෂ්පාදකයා ලෙස තමන් ලැබූ සුවිශේෂී ජයග්රහණයද පැහැදිලි කළේය.
එමෙන්ම, ශ්රී ලංකාවේ eVTOL Regulatory Sandbox පරිසරයක් ස්ථාපිත කිරීම සඳහා වූ යෝජනාව ද ඉදිරිපත් කරමින්, පර්යේෂණ, සංවර්ධනය, ප්රදර්ශන සහ පරීක්ෂණ මෙහෙයුම් සඳහා පහසුකම් සලසා දී, අනාගතයේ වාණිජ eVTOL සේවා හඳුන්වාදීම සඳහා ක්රමානුකූල මාර්ගයක් සකස් කිරීමේ දැක්ම ඉදිරිපත් කරන ලදී.

වැඩසටහනේ ආරම්භක අවස්ථාවේදී, "ජාතික සුපිළිපන් දිවුරුම" සිවිල් ගුවන්සේවා අධ්යක්ෂ ජනරාල් සහ ප්රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතාගේ ප්රධානත්වයෙන් සියලුම නිලධාරීන් විසින් ලබා දෙන ලදී. මෙම අවස්ථාව සඳහා සිවිල් ගුවන්සේවා අධිකාරියේ සභාපතිතුමා, ජ්යෙෂ්ඨ කළමනාකාරීත්වය සහ කාර්ය මණ්ඩලය සහභාගී වූහ.
උත්සවය අමතමින් සිවිල් ගුවන්සේවා අධ්යක්ෂ ජනරාල් සහ ප්රධාන විධායක නිලධාරී කපිතාන් දමින්ද රඹුක්වැල්ල මහතා සඳහන් කළේ, රාජ්ය සේවකයෙකුගේ සැබෑ වගකීම වන්නේ ස්වයං විනය, ස්වයං පාලනය සහ ස්වයං අධීක්ෂණය මත පදනම්ව හෘදසාක්ෂියට එකඟව, විනිවිදභාවයෙන් හා සදාචාරාත්මකව තම රාජකාරිය ඉටු කිරීම බවයි. අවංකභාවය, විනය, වගවීම සහ වෘත්තීයභාවය ආරක්ෂා කරගනිමින් මහජන විශ්වාසය තහවුරු කිරීම සෑම නිලධාරියෙකුගේම වගකීම බව අවධාරණය කළ අතර, "සුපිළිපන් සංස්කෘතියක් – CLEAN ශ්රී ලංකාවක්" ජාතික වැඩසටහනේ අරමුණු සාර්ථක කර ගැනීම සඳහා සියලුම නිලධාරීන් පෞද්ගලික කැපවීමෙන් සහ වගකීමෙන් කටයුතු කළ යුතු බව ද පැවසීය.
මෙම අවස්ථාවේදී, සිවිල් ගුවන්සේවා අධිකාරියේ අභ්යන්තර කටයුතු ඒකකය (Internal Affairs Unit – IAU) සඳහා පත් කරන ලද නිලධාරීන් වෙත නිල පත්වීම් ලිපි ප්රදානය කිරීම ද සිදු කෙරිණි. අභ්යන්තර කටයුතු ඒකකය ස්ථාපිත කිරීම මඟින් ආයතනය තුළ සුපිළිපන්නභාවය, වගවීම, සදාචාරාත්මක පරිපාලනය සහ ආයතනික අවංකභාවය තවදුරටත් ශක්තිමත් කිරීම අපේක්ෂා කෙරේ.

Daminda Rambukwella, to discuss a proposal for the introduction of an Unmanned Aircraft System Traffic Management (UTM) System in Sri Lanka, aimed at further strengthening the country's unmanned aircraft ecosystem.
During the meeting, the delegation presented the proposed UTM solution and discussed its potential to support the safe, secure, and efficient integration of unmanned aircraft operations into Sri Lanka's airspace. The discussions focused on the capabilities of the system and its potential contribution to the future development of Sri Lanka's unmanned aviation sector.
It was agreed to arrange a comprehensive virtual demonstration of the proposed UTM system to showcase its capabilities and facilitate a detailed technical assessment of its suitability and applicability within the Sri Lankan aviation environment.
